Definition: This category differs from others in that it includes disorders identifiable on the basis of not only symptoms and course but also the existence of one or other of two causative influences: an exceptionally stressful life event producing an acute stress reaction, or a significant life change leading to continued unpleasant circumstances that result in an adjustment disorder. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

Cette communication complète ainsi celle qui fait suite aux propositions du « Processus de réflexion à haut niveau sur la mobilité des patients et le développement des soins de santé dans l'Union européenne » (ci-après dénommée "communication sur la mobilité des patients"), lancé à l'initiative des Commissaires David Byrne et Anna Diamantopoulou et composé de représentants des ministres de la santé et de la Commission [3].
This Communication is thus a complement to the one concerning the proposals of the "High-level process of reflection on patient mobility and healthcare developments in the European Union" (hereinafter known as the "Communication on patient mobility"), launched at the initiative of Commissioners David Byrne and Anna Diamantopoulou and involving representatives of the health ministries and the Commission [3].

D. whereas the Co-President of the ACP-EU Joint Parliamentary Assembly, the Chair of the European Parliament's Subcommittee on Human Rights, the President of the European Parliament, the EU Heads of Mission in Kampala, the US President and Secretary of State, the United Nations High Commissioner for Human Rights and other leaders of the international community have paid tribute to David Kato as a human rights defender and have called on the Ugandan authorities to bring the perpetrator(s) to justice,

2. prie les autorités ougandaises de mener une enquête approfondie et impartiale sur son assassinat et de traduire ses auteurs en justice, et de garder, ce faisant, un œil attentif à tout acte de persécution, de discrimination et de violence à l'encontre des personnes LGBT et de tous les autres groupes minoritaires; demande aux autorités ougandaises d'enquêter sur les personnes qui ont publiquement appelé au meurtre de David Kato, ainsi que sur leurs organisations, leur rôle et leur financement;
2. Calls on the Ugandan authorities to carry out an in-depth and impartial investigation into the killing and bring the perpetrators to justice, and to do so in respect of any act of persecution, discrimination and violence against LGBT people and all other minority groups; calls on the Ugandan authorities to investigate individuals who publicly called for the killing of David Kato, as well as their organisations, role and funding;

- Monsieur le Président, je voudrais tout d'abord adresser toutes mes félicitations au rapporteur, M. Bowis, et dire aussi au commissaire David Byrne que nous apprécions le travail qu'il nous a proposé à travers ce Livre blanc ainsi que les relations qu'il entretient avec le Parlement afin de préparer, pour l'avenir, une législation qui soit la meilleure possible dans le domaine de la sécurité alimentaire.
