4. Un État membre concerné refuse d'autoriser une modification substantielle s'il est en désaccord avec la conclusion de l'État membre rapporteur en ce qui concerne la modification substantielle des aspects relevant de la partie I du rapport d'évaluation pour l'un des motifs visés au paragraphe 2, deuxième alinéa, ou s'il estime, pour des raisons dûment justifiées, que les aspects relevant de la partie II du rapport d'évaluation ne sont pas respectés ou lorsqu'un comité d'éthique a émis un avis défavorable qui, conformément au droit de l'État membre concerné, est valable pour l'ensemble dudit État membre concerné.
4. A Member State concerned shall refuse to authorise a substantial modification if it disagrees with the conclusion of the reporting Member State as regards the substantial modification of aspects covered by Part I of the assessment report on any of the grounds referred to in second subparagraph of paragraph 2, or if it finds, on duly justified grounds, that the aspects covered by Part II of the assessment report are not complied with, or where an ethics committee has issued a negative opinion which in accordance with the law of the Member State concerned, is valid for that entire Member State.

3.
