H. considérant que le Parlement note avec préoccupation ce que signale le rapport de l'OHMI, à savoir qu'il existe auprès d'une minorité non négligeable d'Européens un certain niveau de tolérance en faveur de l'idée que les violations de la propriété intellectuelle pourraient être considérées acceptables ; considérant qu'il existe un manque de connaissances adaptées quant à l'importance sociale et culturelle des DPI et des actions considérées comme des violations de ces droits, et, particulièrement chez les jeunes Européens, une ignorance concernant les conséquences potentielles des violations de la propriété intellectuelle sur l'économie européenne et la sécurité générale des citoyens; considérant la nécessité et l'opportunité du lancement de campagnes de sensibilisation et d'information adéquates à l'intention des utilisateurs;
H. whereas Parliament notes with concern what the OHIM report points out regarding the existence ofa certain level of tolerance among a significant minority of Europeans for the idea that IPR infringements could be considered acceptable ; whereas there is a lack of adequate knowledge of the social and cultural importance of IPR and of the actions considered as infringements of them, and a lack of awareness, especially among young Europeans, of the potential consequences of IPR infringements on the EU economy and society, and on the general safety of citizens; whereas it is necessary and possible to run suitable user awareness and information campaigns;

Due to the interaction between MAR and Short Selling, information relating to a short sale could be considered inside information under MAR. 22. invite la Commission à présenter en 2007 une proposition portant création d'un fonds européen pour l'innovation dans le domaine des transports par voies navigables permettant de réaliser de nouveaux investissements axés sur la demande et d'imaginer de nouveaux concepts d'intérêt européen en matière d'innovation logistique, technologique et environnementale nécessitant une coopération et une interopérabilité transfrontalières; considère que ce fonds qui, en tant qu'instrument central du programme d'action NAIADES, devrait être financé à concurrence d'un tiers par le secteur (par le Fonds [de réserve] de la navigation intérieure existant, créé au titre du règlement (CE) n° 718/1999), en tant que moyen de cofinancement, pour un autre tiers par l'Union européenne et pour le tiers restant par les États membres; invite en outre la Commission à établir, en coopération étroite avec le secteur, les conditions dans lesquelles ce fonds devrait être créé; souligne que l'aide aux bureaux d'information devrait être considérée comme une option;
22. Invites the Commission to submit in 2007 a proposal for a European Waterway Transport Innovation Fund for the financing of new demand-based investments and innovative concepts of European interest in the area of logistics, technology and the environment requiring cross-border cooperation and interoperability; is of the opinion that this fund, as a key instrument of the NAIADES Action Programme, should be financed as to one third by the sector (the existing Inland Waterway [reserve] Fund, created under Regulation (EC) No 718/1999), as a means of co-financing, as to another third by the EU and as to the remaining third by the Member States; calls, further, on the Commission to draw up, in close cooperation with the sector, the conditions under which this fund should be established; points out that support for information offices should be considered as an option;

Pour les actions d'information sur le marché intérieur en ce qui concerne les régimes communautaires relatifs aux AOC/IGP/STG, au mode de production biologique et à l'étiquetage, le financement peut être assuré pour moitié par l'État membre concerné et pour moitié par la Communauté si les organisations professionnelles ou interprofessionnelles n'ont pas présenté de propositions pour les actions considérées.
For information actions on the internal market on the Community schemes for PDO/PGI/TSG, organic production and labelling, financing may be shared (50 %-50 %) between a Member State and the Community if professional or interprofessional organisations have not presented proposals for such actions.

Seront considérées comme des actions "non significatives", les actions pilotes ou encore certaines actions d'information. Ces dernières pourront donc être exécutées sur la seule base des lignes inscrites au budget communautaire.
Pilot schemes and certain kinds of information activities are deemed not to be "significant", so that they can be put into effect merely on the basis of the relevant line in the Community budget.
