Unprecedented transparency: With the publication of the draft mandates for bilateral trade agreements with Australia and New Zealand, and for a multilateral agreement on investment dispute settlement, the Commission has decided to publish as of now all its recommendations for negotiating directives for trade agreements (known as negotiating mandates).

7. Si un accord de crédit relatif à des biens immobiliers à usage résidentiel qui est soumis aux dispositions relatives à l’évaluation de la solvabilité des consommateurs figurant dans la directive 2014/17/UE du Parlement européen et du Conseil (48), prévoit comme condition préalable la fourniture au même consommateur d’un service d’investissement se rapportant à des obligations hypothécaires émises spécifiquement pour obtenir le financement de l’accord de crédit relatif à des biens immobiliers à usage résidentiel et assorties de conditions identiques à celui-ci, afin que le prêt soit remboursable, refinancé ou amorti, ce service n’est pas soumis aux obligations énoncées au présent article.
7. If a credit agreement relating to residential immovable property, which is subject to the provisions concerning creditworthiness assessment of consumers laid down in Directive 2014/17/EU of the European Parliament and the Council (48), has as a prerequisite the provision to that same consumer of an investment service in relation to mortgage bonds specifically issued to secure the financing of and having identical terms as the credit agreement relating to residential immovable property, in order for the loan to be payable, refinanced or redeemed, that service shall not be subject to the obligations set out in this Article.

Given the importance of building long-term national adaptive capacity particularly in the countries most vulnerable to climate change, the Commission proposes to explore the possibility of initiating joint work with the African Union Commission (AUC) and China, for capacity building purposes, on climate change and renewable energy, possibly including technology transfer and increased capacity for Clean Development Mechanism (CDM) investment, also under a post-2012 global climate change agreement.
