Underlines the importance of the EU-Serbia Stabilisation and Association Agreement (SAA), which defines the mutual rights and obligations of both parties up to the moment when Serbia joins the EU; notes that Serbia has built up a positive track record in implementing its obligations under the SAA and the Interim Agreement; calls on the one Member State which has not done so to complete swiftly the ratification process of the Stabilization and Association Agreement, so as to enable its entry into force as soon as possible in order to enhance and give further impetus to EU-Serbia relations;

220. demande, à cet égard, la création de sous-comités sur les droits de l'homme dans le cadre des accords d'association afin de développer un dialogue structuré sur les droits de l'homme et la démocratie et d'identifier les domaines de préoccupation clés à examiner dans le cadre des plans d'action PEV; souligne l'importance de consulter et d'associer la société civile aux travaux de ces sous-comités afin de mieux contrôler la situation des droits de l'homme; souligne également la nécessité pour le Parlement d'être étroitement associé aux travaux et aux actions de suivi de ces sous-comités; en ce sens, invite une nouvelle fois la Commission à élaborer un rapport d'activité sur la situation des droits de l'homme dans les pays couverts par la PEV;

Calls, in this regard, for the setting up of sub-committees on human rights within the framework of the Association Agreements so as to develop a structured dialogue on human rights and democracy and to identify the key areas of concern to be dealt with in the ENP action plans; emphasises the importance of consulting and involving civil society in the work of these sub-committees in order to better monitor the human rights situation; also stresses the need for Parliament to be closely associated in the work and the follow-up of these sub-committees; in this respect, calls on the Commission once again to draw up a progress report on the human rights situation in the ENP countries;
