4. demande au Conseil et à la Commission de continuer à assurer, en collaboration avec la communauté internationale, la fourniture de l'aide humanitaire essentielle à la population palestinienne, en accordant une attention particulière aux besoins spécifiques des groupes particulièrement vulnérables; prie instamment le Conseil et la Commission de faire en sorte que, conformément à l'accord euro-méditerranéen établissant une association avec Israël et à l'accord d'association euro-méditerranéen intérimaire avec l'Autorité palestinienne , le droit humanitaire international et les droits de l'homme soient pleinement respectés dans cette zone, y compris par les acteurs non étatiques, afin que soit établi un "espace humanitaire";
4. Calls on the Council and the Commission to continue to guarantee, together with the international community, essential humanitarian aid for the Palestinian population, with special regard to the specific needs of particularly vulnerable groups; urges the Council and the Commission to ensure, in compliance with the Euro-Mediterranean Association Agreement with the State of Israel and the Euro-Association Interim Agreement with the Palestinian Authority , that international humanitarian law and human rights are fully respected in the area, including by non-state actors, in order to establish a humanitarian area;

10. se félicite que les relations interparlementaires soient explicitement mentionnées à l'article 5, paragraphe 2, du nouvel accord, et réaffirme que ce dialogue devrait en particulier avoir lieu dans le cadre de l'Assemblée parlementaire euro-méditerranéenne, dont la création a été décidée en avril 2002 lors de la réunion ministérielle euro-méditerranéenne à Valence et dont la mission principale devra être le suivi et le contrôle parlementaire des accords euro-méditerranéens d'association; appelle dès lors le Conseil à créer le plus rapidement possible cette Assemblée parlementaire euro-méditerranéenne, en contact étroit avec les parlements concernés;
10. Welcomes the reference to the interparliamentary relations, explicitly made in Article 5(2) of the new agreement, and reiterates that this dialogue should especially take place within the framework of the Euro-Mediterranean Parliamentary Assembly, the creation of which was decided in April 2002 at the Euro-Mediterranean Ministerial meeting in Valencia and whose main task should be the follow-up and parliamentary control of the Euro-Mediterranean Association Agreements; calls, therefore, on the Council to set up this Euro-Mediterranean Parliamentary Assembly in close contact with the parliaments involved as soon as possible;

Il est profondément regrettable que le bilan des accords euro-méditerranéens conclus, à la date d'aujourd'hui, soit si modeste: seul l'accord d'association avec la Tunisie est entré en vigueur, trois accords ont été signés avec Israël, le Maroc et la Jordanie mais ne sont pas en vigueur et trois autres accords sont en cours de négociation avec le Liban, l'Algérie et la Syrie.
We can only deplore the fact that a balance sheet for the Euro-Mediterranean Agreements concluded to date is so unimpressive: only the Association Agreement with Tunisia has come into force; three have been signed with Israel, Morocco and Jordan, but are not in force, and three are under negotiation with Lebanon, Algeria and Syria.
