– (ES) Mr President, ladies and gentlemen, it is reassuring to know that in negotiations as important as those with the World Trade Organisation, the Fifteen Member States have adopted a common position in order to establish, in the area of agriculture, stable ground rules which will allow fair trading on the world scene and to face the challenges of the new Millennium with a clear purpose. WHEREAS undertakings by the Community in the framework of the Uruguay Round negotiations require the amendment of the import tariff arrangements in the Community, notably with regard to basic and processed agricultural products;

CONSIDÉRANT que la Communauté a adopté à partir du 1er juin 1996 des mesures transitoires et autonomes établissant certaines concessions sous forme de contingents tarifaires communautaires pour certains produits agricoles et prévoyant l'adaptation autonome et transitoire de certaines concessions agricoles prévues dans l'accord sur la libéralisation des échanges et l'institution de mesures d'accompagnement avec l'Estonie, afin de tenir compte de l'accord sur l'agriculture conclu dans le cadre des négociations commerciales multilatérales de l'Uruguay Round; que ces concessions seront remplacées à la date d'entrée en vigueur du présent protocole par les concessions prévues par ledit protocole;
WHEREAS the Community adopted, as from 1 June 1996, transitional and autonomous measures establishing certain concessions in the form of Community tariff quotas for certain agricultural products and providing for the adjustment, as an autonomous and transitional measure, of certain agricultural concessions provided for in the Agreement on free trade and trade related matters with Estonia to take account of the Agreement on Agriculture concluded during the Uruguay Round multilateral trade negotiations; whereas the concessions concerned will be replaced on the date of entry into force of this Protocol by the concessions provided for herein;
