Les contrôles de l’inventaire entrepris par les institutions et organismes visés à l’article 141 du règlement financier sont exécutés de manière à s’assurer de l’existence physique de chaque bien et de la conformité de l’inscription à l’inventaire.
Inventory checks carried out by the institutions and bodies referred to in Article 141 of the Financial Regulation shall be performed in such a way as to ensure that each item physically exists and matches the relevant entry in the inventory.

4. La Commission peut, par voie d’actes d’exécution, établir des règles concernant les modalités de présentation des envois d’animaux et de biens des catégories visées à l’article 47, paragraphe 1, les unités de transport ou subdivisions qui peuvent constituer un envoi individuel et le nombre maximal de ces unités de transport ou subdivisions dans chaque envoi, compte tenu de la nécessité de garantir un traitement rapide et efficace des envois et des contrôles officiels incombant aux autorités compétentes et, le cas échéant, des normes internationales.
4. The Commission may, by means of implementing acts, lay down rules on the practical arrangements for presentation of consignments of the categories of animals and goods referred to in Article 47(1), the transport units or sub-entities which can constitute an individual consignment and the maximum number of such transport units or sub-entities in each consignment, taking into account the need to ensure the rapid and efficient handling of the consignments and the official controls to be performed by the competent authorities and, where relevant, international standards.

Recalls the Court's recommendation in its Special Report No. 13/2000 (paragraph 66) that clear rules must be laid down in respect of ownership and inventory of assets acquired using the relevant appropriations in order to ensure the protection and optimum management of all the equipment at the groups' disposal; recalls the finding by the Court of Auditors (Special Report No. 13/2000, paragraph 23) that the appropriations earmarked for the political groups are not a subsidy to an external body but a delegation of the implementation of these appropriations to an internal body, which should therefore comply with the regulatory framework applicable to budgetary expenditure; instructs its Secretary-General to submit a report to the Committee on Budgetary Control by 1 July 2002 containing proposals as to how the assets purchased by the political groups using Parliament's funds might be included in the Institution's inventory;
