IN-CONTEXT TRANSLATIONS

L'objectif de ce séminaire était de définir un cadre pour le suivi des actuelles orientations des RTE-T et de déterminer un ensemble d'indicateurs communs.
The objective of the workshop was to define a framework for monitoring the current TEN-T guidelines and to identify a set of common indicators.

En ce qui concerne les systèmes de transport intelligents, la politique du RTE-T a contribué en particulier à préparer les projets Galileo et SESAR (programme de recherche sur la gestion du trafic aérien dans le ciel unique européen), initiatives européennes majeures qui devraient, lorsqu'elles seront opérationnelles, rendre l'utilisation des infrastructures de transport beaucoup plus efficace. En ce qui concerne le transport routier, ferroviaire et aérien, par exemple la gestion du trafic maritime (VTM) et les services d’information fluviale (SIF), des projets en matière de systèmes de transport intelligents ont été élaborés de façon flexible, sur la base des caractéristiques définies par les orientations relatives au RTE-T. Cette approche théorique permet d’incorporer les évolutions technologiques, les besoins du marché et les initiatives de coopération entre partenaires issus de différents États membres; alliée à la possibilité de contribution à hauteur de 50 % pour la préparation des projets, elle a eu une incidence notable sur le développement de projets transfrontaliers, qui sinon n’auraient peut-être pas existé. Les méthodes flexibles de mise en œuvre de projets de ce type, fondées sur des objectifs et critères préétablis, devraient aussi se prêter à la réalisation d'autres objectifs de la politique de transport, à savoir la fourniture de services de transport efficaces (du point de vue économique comme environnemental), sûrs, fiables et de grande qualité.
As regards intelligent transport systems, TEN-T policy has helped in particular to prepare Galileo and the Single European Sky Air Traffic Management Research (SESAR) ( major European projects which, once operational, are expected to make the use of transport infrastructure far more efficient. In road, rail and air transport, as in Vessel Traffic Management and River Information Services, ITS projects have been developed in a flexible way, on the basis of characteristics set out in the TEN-T Guidelines. This conceptual approach makes it possible to incorporate technological developments, market needs and cooperation initiatives between partners from different Member States and, combined with the 50% funding possibility for project preparation, has had a significant impact on the development of cross-border projects which might not have existed otherwise. This kind of flexible approach to project development, based on pre-established objectives and criteria, should also be lend itself to achieving other transport policy objectives – the provision of efficient (both economically and environmentally), safe, secure and high quality transport services.

Pour aider les États membres, la Commission diffuse des orientations et des bonnes pratiques; elle organise aussi des séances de formation à l'attention des autorités de gestion des fonds de l'UE ou des séminaires sur les taux d'erreur.
To help Member States, the Commission shares good practices and guidance and organises training courses for Managing Authorities of the EU funds or seminars on error rates.

L’Union est convaincue que ces objectifs pourraient être poursuivis entre autres en organisant un séminaire de suivi sur la sécurité au Moyen-Orient, la non-prolifération des ADM et le désarmement, qui réunirait toutes les parties concernées.
The EU believes that these objectives could amongst other things be furthered through a follow-up seminar on ‘Middle East Security, WMD Non-Proliferation and Disarmament’ with all parties concerned.

1. Afin de donner suite au séminaire de 2008 de l’Union sur la sécurité au Moyen-Orient, les ADM, la non-prolifération et le désarmement, l’Union européenne soutient des activités visant à atteindre les objectifs suivants:

Where appropriate, the Commission shall, acting in accordance with the procedure referred to in Article 13(2), amend the guidelines on the management and allocation of available transfer capacity of interconnections between national systems set out in the Annex, in accordance with the principles set out in Articles 5 and 6, in particular so as to include detailed guidelines on all capacity allocation methodologies applied in practice and to ensure that congestion management mechanisms evolve in a manner compatible with the objectives of the internal market.

Dans le cadre de ce programme de travail conjoint, les partenaires sociaux ont entamé leurs travaux sur un certain nombre de questions, notamment l'établissement d'un rapport annuel sur les initiatives prises par les partenaires sociaux dans les États membres pour exécuter les lignes directrices pour l'emploi, l'établissement d'un rapport annuel sur la mise en oeuvre de leur cadre d'actions pour le développement des compétences et des qualifications tout au long de la vie, les négociations portant sur l'élaboration d'un cadre d'actions en matière d'égalité entre les femmes et les hommes, les négociations devant aboutir à un accord-cadre volontaire sur le stress au travail, et les orientations concernant la gestion des conséquences sociales du changement, ainsi que l'organisation de séminaires nationaux destinés à encourager le dialogue social dans les pays adhérents.
In the framework of this joint work programme, the social partners have started work on a number of issues including annual reporting on social partners' initiatives in Member States to implement the employment guidelines, annual reporting on the implementation of their framework of actions on the lifelong development of competencies and qualifications, negotiations with a view to drafting a framework for action on gender equality, negotiations with the aim of concluding a voluntary framework agreement on stress at work, and orientations for reference in managing the social consequences of change, as well as the organisation of national seminars to promote the development of social dialogue in the acceding countries.
