In its Communication on the Follow up to the Rio Summit [26] which proposed an updated approach to EU-Latin America relations, the Commission identified the promotion and protection of human rights as the main priority in the political field, including the need for new 'positive' measures to strengthen respect for human rights, the rule of law and democratic political systems.

Calls on the Commission and the EEAS to establish clear lines of responsibility between themselves and to coordinate relevant actions on the part of the EU delegations with those of Member States’ embassies in the countries concerned, with a view to translating the declaration made by the Vice-President/High Representative, Catherine Ashton, on feminicide into concrete policies to which sufficient resources are allocated; likewise calls on the Commission to provide political and financial support for the work of the Inter-American System of Human Rights on the issue of feminicide, and to contribute to the implementation of its judgments;
