IN-CONTEXT TRANSLATIONS

Dans le cadre du cinquième programme-cadre de recherche, de développement technologique et de démonstration (1998-2002), de nombreux projets contribuant au développement et à la mise en oeuvre de politiques du RTE-T avaient déjà été lancés au niveau de plusieurs actions et programmes clés: l'action clé n°2 "Mobilité durable et intermodalité" et l'action clé n° 3 "Transports terrestres et technologies marines" dans le programme "Croissance compétitive et durable", l'action clé n° 5 "Systèmes énergétiques plus propres, notamment les systèmes renouvelables" et l'action clé n° 6 "Une énergie économique et efficace pour une Europe compétitive" dans le programme "Énergie, environnement et développement durable" ainsi que dans le programme "Technologies de la société de l'information".
Under the fifth Framework Programme for Research, Technological Development and Demonstration (1998-2002) many projects contributing to the development and implementation of TEN-T policies had been already initiated in several key actions and programmes: key action 2 'Sustainable mobility and intermodality' and key action 3 'Land transport and marine technologies' in the Competitive and Sustainable Growth programme, key action 5 'Cleaner energy systems, including renewable and key action 6 'Economic and efficient energy for a competitive Europe' in the Energy, Environment and Sustainable Development programme as well as in the Information Society Technologies programme.

Je propose d'abord un plan d'action ministériel national en matière de santé mentale, un plan d'action bien clair qui ne serait pas négociable; un plan d'action audacieux et novateur qui s'accompagnerait d'un budget, pas de simples paroles en l'air; un plan d'action qui inspirerait les provinces à emboîter le pas; un plan d'action qui prévoirait la création d'un programme de soins à domicile comme point d'entrée peu coûteux dans le système plutôt que l'inverse, qui prévaut actuellement; un plan d'action qui favoriserait la croissance des programmes dirigés par les clients; un plan d'action qui reconnaîtrait que la meilleure façon de combattre la stigmatisation et la discrimination est de permettre aux intéressés de décrire leur situation plutôt que de s'en remettre à l'interprétation d'une tierce partie.
The first thing required is clear-cut national ministerial leadership on mental health, which should be a non-negotiable issue: A leadership that is daring, innovative and which is attached to a budget, and not mere words; a leadership that would inspire provinces to jump on board; a leadership that would instill a home care program and a first point of entry into the system at the low-end cost rather than the upside-down way it is now; a leadership that would help foster the growth of client-run programs; a leadership that acknowledges that the best way to fight stigma and discrimination is through first person accounts of recovery rather than third party interpretation.
