Voici un petit exemple des problèmes auxquels le Comité a été constamment confronté : les municipalités obtiennent des subventions initiales pour leur planification d’urgence, mais peu d’aide financière par la suite pour maintenir ou améliorer leur niveau de préparation; il n’y a pas de système centralisé pour canaliser les « leçons apprises » et les « pratiques exemplaires » vers les premiers intervenants qui auront à gérer les urgences en première ligne; il n’y a toujours pas de système pour forcer le secteur des communications à informer les citoyens durant les urgences; dans l’ensemble, la planification d’urgence (et le financement à cet effet) se fait « du haut vers le bas » – des bureaucrates fédéraux et provinciaux émettent des directives de préparation aux urgences aux municipalités sans écouter les premiers intervenants, et ainsi de suite – il y a une multitude de questions importantes qui méritent d’être examinées (le plus rapidement possible).
Just a tiny sampling of the Committee’s continued concerns: municipalities get initial grants for emergency planning but little in the way of follow-up money to maintain or improve their readiness; there is no centralized system of funneling “lessons learned’ and “best practices” to first responders who will have to deal with emergencies on the front lines; there is still no system that would force the communications industry to keep citizens informed during emergencies; overall emergency planning (and funding) is “top-down” – federal and provincial bureaucrats issue edicts to municipalities to prepare for emergencies without listening to first responders . and so on.There are at least a score of major issues that deserve serious (and timely) attention.
