Les principes de base communs de la politique d'intégration des immigrants dans l'Union européenne, adoptés par le Conseil et les représentants des gouvernements des États membres en 2004, reconnaissent que l'immigration est une caractéristique constante de la société européenne et que tous les États membres devraient cultiver et développer des sociétés dans lesquelles les nouveaux venus se sentiraient accueillis, car le fait qu'un État membre n'élabore pas et n'applique pas individuellement une politique d'intégration réussie des immigrants peut avoir divers types de répercussions négatives sur d'autres États membres.
The Common Basic Principles for immigration integration policy in the European Union adopted by the Council and the representatives of the governments of the Member States in 2004, recognise that immigration is a permanent feature of European society and that all Member States should maintain and further develop societies in which newcomers feel welcome, as the failure of an individual Member State to develop and implement a successful integration policy for migrants can have in different ways adverse implications for other Member States.

La communication de la Commission sur l'immigration, l'intégration et l'emploi et le rapport annuel sur la migration et l'intégration ont mis en lumière le fait qu'une prise en compte systématique de la question de l'immigration ne peut se suffire à elle-même pour assurer une intégration réussie dans tous les aspects de la société et pour créer une société solidaire à laquelle les immigrants ont le sentiment d'appartenir.
The Commission’s Communication on Migration, Integration and Employment and the Annual Report on Migration and Integration highlighted the fact that a mainstreaming approach can not stand alone to ensure successful integration into all aspects of society and to create a social cohesive society in which immigrants feel they belong.

According to the Communication integration policy should be based on two fundamental underlying principles: First of all that the principle of subsidiarity prevails clearly demonstrating that the primary responsibility for the elaboration and implementation of integration policies lies with the Member States, and secondly, the holistic approach which will ensure integration of immigrants into all aspects of society and which requires that a two-way approach - implying that the responsibility for integration lies both with the receiving society as well as with the arriving immigrant - is applied.

Cela implique, d'une part, qu'il incombe à la société d'accueil de veiller à la mise en place des droits formels des immigrants d'une manière permettant à ceux-ci de participer à la vie économiqu, sociale, culturelle et civile et, d'autre part, que les immigrants respectent les normes et les valeurs fondamentales de la société d'accueil et participent activement au processus d'intégration, sans devoir abandonner leur identité propre.
This implies on the one hand that it is the responsibility of the host society to ensure that the formal rights of immigrants are in place in such a way that the individual has the possibility of participating in economic, social, cultural and civil life and on the other, that immigrants respect the fundamental norms and values of the host society and participate actively in the integration process, without having to relinquish their own identity.
