Calls on the Commission to forward to Parliament the minutes and the conclusions of the meetings of the Joint Committee provided for in Article 9 of the Agreement, as well as the multiannual sectoral programme provided for in Article 3 of the protocol and the corresponding annual evaluations, and the minutes and the conclusions of the meetings provided for in Article 4 of the protocol; calls on the Commission to facilitate the participation of representatives of Parliament as observers in the meetings of the Joint Committee; calls on the Commission to submit to Parliament and the Council, within the last year of application of the protocol and before the opening of negotiations for its renewal, a full report on its implementation, gauging the uptake of fishing opportunities and assessing the cost-effectiveness of the protocol; maintains that there should be no unnecessary restrictions on access to that report;

12. se félicite de la décision de la conférence ministérielle du 3 novembre 2008, qui a dûment pris note de la recommandation de l'APEM adoptée en Jordanie le 13 octobre 2008; appuie la décision de donner une dimension parlementaire forte à l' Union pour la Méditerranée, renforçant ainsi sa légitimité démocratique, en s'appuyant sur l'APEM, qui devrait être encore renforcée et dont les travaux devraient être mieux coordonnés avec ceux des autres institutions du partenariat, en envisageant la possibilité de lui attribuer la personnalité juridique, le droit de proposition et d'évaluation des stratégies d'intégration économique et territoriale et des projets et la possibilité de soumettre des recommandations à la réunion des ministres des affaires étrangères; attend que cette reconnaissance institutionnelle de l'APEM se traduise également par sa participation en tant qu´observateur à toutes les réunions de l´exécutif, aux réunions des chefs d´État et de gouvernement, aux réunions des ministres ainsi qu'aux réunions préparatoires des hauts fonctionnaires;

Welcomes the decision of the Ministerial Conference of 3 November 2008, which duly took note of the recommendation adopted by the EMPA in Jordan on 13 October 2008; supports the decision to bring a strong parliamentary dimension to the Union for the Mediterranean, thereby reinforcing its democratic legitimacy, by building on the EMPA, which should be further consolidated and its work better articulated with that of the other institutions of the Partnership, with the possibility being envisaged of granting it legal personality and entitling it to propose and assess economic and regional integration strategies and projects and allowing it to make recommendations to the meetings of foreign affairs ministers; expects this recognition of the EMPA as an institution also to be reflected by its participating as an observer at all meetings of the executive, at meetings of the Heads of State and Government, at ministerial meetings and at the preparatory meetings of senior officials;

IS ENCOURAGED by the positive, forward-looking contributions made in discussions on future action to tackle climate change at the UNFCCC Seminar of Governmental Experts in May 2005; WELCOMES the commitment of the G8 countries to moving forward the global discussion on long-term co-operative action to address climate change at the UN Climate Change Conference in Montreal in December 2005. RECOGNISES that Article 3(9) of the Kyoto Protocol provides that the first Conference of the Parties serving as the Meeting of the Parties to the Protocol shall initiate the consideration of further commitments to be undertaken by developed countries at least seven years before the end of the first commitment period; and STRESSES that the COP/MOP should therefore initiate such considerations at its first meeting in December 2005 in Montreal; RECALLS also that Article 9 provides for a first review of the Kyoto Protocol at the second session of the Conference of the Parties serving as the meeting of the Parties to the Protocol, and that this review is to be coordinated with pertinent reviews under the United Nations Framework Convention on Climate Change. In preparing for COP 11 - COP/MOP 1, LOOKS FORWARD to initiating a process among all Parties to the United Nations Framework Convention on Climate Change to explore how further to implement this Convention to achieve its ultimate objective by developing a post 2012 arrangement, building on the experiences to date in tackling climate change, including inter alia market-based instruments, focusing in particular on environmental effectiveness, improving cost-efficiency, broadening participation in line with common but differentiated responsibilities and respective capabilities, advancing development goals in a sustainable manner, building a global carbon market, exploiting the full potential of existing technologies and exploring new ones as well as tackling adaptation; and STRESSES the need for a clear timetable for such a process, ...
