3. Lorsqu’une personne assurée ne résidant pas dans l’État membre compétent requiert d’urgence des soins à caractère vital et que l’autorisation ne peut être refusée conformément à l’article 20, paragraphe 2, deuxième phrase, du règlement de base, l’autorisation est octroyée par l’institution du lieu de résidence pour le compte de l’institution compétente, qui en est immédiatement informée par l’institution du lieu de résidence.
3. If an insured person who does not reside in the competent Member State is in need of urgent vitally necessary treatment, and the authorisation cannot be refused in accordance with the second sentence of Article 20(2) of the basic Regulation, the authorisation shall be granted by the institution of the place of residence on behalf of the competent institution, which shall be immediately informed by the institution of the place of residence.

2. 2. Where there is a difference of views between the institutions or authorities of two or more Member States about which institution should provide the benefits in cash or in kind, the person concerned who could claim benefits if there was no dispute shall be entitled, on a provisional basis, to the benefits provided for by the legislation applied by the institution of his place of residence or, if that person does not reside on the territory of one of the Member States concerned, to the benefits provided for by the legislation applied by the institution to which the request was first submitted.
