En particulier, la Commission: mettra en œuvre le nouveau plan pour l’efficacité énergétique et s’orientera vers un plan d’action en faveur de l’éco-innovation accordant une attention particulière aux PME dans ses mesures de promotion de la mise en réseau, des technologies à faible émission de carbone et d’une innovation efficace dans l’utilisation des ressources; poursuivra le développement de l’action spécifique consacrée aux experts de l’environnement et de l’énergie au sein du Réseau entreprise Europe, dans le cadre de laquelle les connaissances spécifiques sur l’état des méthodologies et des bonnes pratiques seront transférées des régions ayant une solide expérience vers celles accusant un retard; le Réseau entreprise Europe aidera les PME à commercialiser des produits et des services issus des meilleures pratiques, notamment les technologies à faible émission de carbone; dans le cadre du Réseau entreprise Europe, les panels PME et la base de données recueillant les informations transmises par les PME seront utilisés pour améliorer la qualité de la législation en matière d’environnement, y compris en ce qui concerne la mise en œuvre de cette dernière.
In particular the Commission will: implement the new Energy Efficiency Plan, and move towards an Eco-innovation Action Plan that pays special attention to SMEs in promoting networking, low carbon technologies and resource efficient innovation; further develop the specific action on environmental and energy experts within the Enterprise Europe Network, whereby specific knowledge transfer on the state of the art methodologies and best practices will be transferred from regions that have advanced experience to those lagging behind; the Enterprise Europe Network will support SMEs in marketing products and services resulting from best practices, in particular low carbon technologies; SME Panels and the SME feedback database of the Enterprise Europe Network will be used to help to improve the quality of environmental legislation, including its implementation.

C.Conservation et utilisation durable de la diversité biologique en agriculture (point 9) Vu les interactions entre le développement agricole et rural durable, l'aménagement intégré du territoire visé dans le plan d'action 21 et la conservation et l'utilisation durable de la diversité biologique, le Conseil estime que la conservation et l'utilisation durable de la diversité biologique en agriculture doivent, conformément à la recommandation II/7 du SSBTTA, se fonder sur la combinaison de deux stratégies cohérentes : La première stratégie concerne l'interaction entre l'agriculture et la diversité biologique dans les écosystèmes agricoles et devrait : -viser à conserver et développer l'activité agricole afin d'optimiser son incidence positive sur la conservation et l'utilisation durable de la diversité biologique, -viser à limiter au maximum les conséquences négatives de l'agriculture sur l'environnement, une attention particulière étant accordée à ses conséquences sur la diversité biologique., -tenir compte du rôle des systèmes d'agriculture peu intensive pour la protection des habitats sauvages.
C. Conservation and sustainable use of agricultural biological diversity (item 9) Because of the interactions between sustainable agriculture and rural development (SARD), integrated land-use planing as mentioned in Agenda 21 and the conservation and sustainable use of biodiversity, the Council considers that the conservation and sustainable use of agro-biodiversity, in line with Recommendation II/7 of SBSTTA, should be based on the combination of two coherent strategies: The first strategy concerns the interrelationships between agriculture and biological diversity in agro-ecosystems and should: - aim at the maintenance and further development of farming in order to optimize its positive impact on the conservation and sustainable use of biological diversity, - aim at the minimization of negative environmental impacts of agriculture, with a special focus on the impacts on biological diversity, - take into consideration the role of low-intensive agricultural systems for wildlife habitats.

Infrastructures Le but de ce sous-programme est celui de faire démarrer une action coordonnée sur un ensemble d'infrastructures qui créeront des conditions pour le succès des mesures de développement des activités économiques.Il s'agira de : - la récupération de la situation de dégradation du sol, notamment des versants, et la protection contre l'érosion; - le désenclavement des zones d'application des mesures de développement de l'activité productive; l'amélioration du réseau routier, qui intéressera environ 18 km de routes, viendra à l'appui de l'ensemble des secteurs économiques, notamment des activités touristiques; - l'amélioration de la dotation d'infrastructures rurales, notamment voirie et approvisionnement en eau potable; il s'agit de construire et d'améliorer le réseau de voirie rurale sur un total de 116 km et de réaliser un réseau de 75 km de conduites d'eau pour l'approvisionnement des exploitations agricoles; - la création d'infrastructures de protection de l'environnement - traitement des déchets urbains, épuration des eaux et des réseaux d'égouts.
Infrastructures This subprogramme aims to set in motion a series of coordinated measures in the field of infrastructures, thus ensuring the conditions for the successful implementation of measures concerned with the development of economic activity. This will involve: - reclaiming degraded soil, especially hillsides, and protecting it from erosion; - opening up the areas where economic development measures are to be implemented: improvements to the road system, affecting some 18 km of roads, will promote all economic sectors, and tourism in particular; - improving the system of rural infrastructures, particularly roads and drinking water supply: the system of country roads will be extended and improved over 116 km, and 75 km of water mains to supply agricultural holdings will be provided; - creating environment protection structures, for the processing of urban waste and water and sewage treatment: some coastal resorts in the Cilento will be provided with a sewerage system and underwater disposal systems to prevent water pollution.
