REGIME DE CONTROLE DE LA PECHE - CONCLUSIONS DU CONSEIL "Le Conseil, ayant constaté la nécessité d'améliorer la transparence, la coordination et la coopération entre Etats membres dans la mise en oeuvre du régime de contrôle de la pêche couvrant tous les aspects de la politique commune de la pêche, comme cela a été démontré dans les rapports de la Commission, ainsi que la nécessité de cibler efficacement les ressources disponibles pour le contrôle et tenant compte du rôle fondamental des Etats membres en matière de contrôle des activités de pêche, invite les Etats membres : - à oeuvrer en commun pour assurer une meilleure transparence des pratiques en matière d'inspection et une application efficace et uniforme des règles communautaires ; - à améliorer la compréhension mutuelle des systèmes d'inspection de la pêche dans chacun des Etats membres ; - à mettre au point des programmes de coopération technique s'inspirant des lignes directrices exposées ci-après ; - à prendre, sur le plan pratique, des mesures en vue d'améliorer, au niveau opérationnel, la coopération entre l'Etat membre côtier, l'Etat du pavillon et, le cas échéant, l'Etat membre de débarquement, de transit et de commercialisation des produits de la pêche, en ce qui concerne l'inspection et le contrôle de l'activité de pêche et des activités connexes ; - à favoriser une meilleure communication et une plus grande compréhension entre les autorités de contrôle nationales, la communauté scientifique et le secteur de la pêche ; - à renforcer la coordination et la coopération entre les Etats membres en matière d'application de la recherche et des nouvelles technologies dans le domaine du contrôle.
FISHERIES CONTROL - COUNCIL CONCLUSIONS "The Council, having noted the need for greater transparency, coordination and cooperation among Member States in implementing the fisheries control system covering all aspects of the common fisheries policy, as demonstrated in the Commission reports, and the need for efficiently focusing control resources, and taking into account the primary role of the Member States in fisheries control, invites the Member States: - to work together to ensure greater transparency of inspection practices and effective and uniform application of Community rules; - to improve mutual understanding of fisheries enforcement in each Member State; - to develop technical cooperation programmes as outlined below; - to take practical steps to improve operational cooperation among the coastal Member State, the flag Member State, and, where appropriate, the Member State of landing, transit and marketing of fisheries products, in the inspection and monitoring of fishing activity and related activities; - to promote better communication and improved understanding among the national control authorities, the scientific community and the fishing industries; - to strengthen coordination and cooperation among Member States in the application of research and new technologies in the domain of control.
