TRADUCTIONS EN CONTEXTE

La proposition de la Commission européenne pour une réglementation établissant des règles communes dans l'aviation civile et la création de l'Agence européenne pour la sécurité de l'aviation (European Aviation Safety Agency: EASA) qui attend son adoption définitive par le Conseil des ministres et le Parlement européen, est une mesure capitale.
The European Commission proposal for a regulation establishing common rules in civil aviation and creating a European Aviation Safety Agency (EASA) which is undergoing final adoption in the Council of Ministers and European Parliament is an essential move.

13. observe que le secteur du transport aérien n'est pas régi à l'échelle mondiale puisqu'il n'est pas couvert par l'OMC; demande à la Commission de négocier avec l'Organisation de l'aviation civile internationale (OACI) afin d'œuvrer pour une réglementation à l'échelle mondiale établissant des règles équitables en matière de compétitivité; souligne qu'il est important de définir des règles au niveau mondial au sein de l'OACI afin de réduire les émissions de l'aviation; reconnaît que l'Organisation de l'aviation civile internationale s'est engagée en faveur du développement d'un mécanisme fondé sur le marché mondial;
13. Notes that the air transport sector is not regulated on a worldwide basis as it is not covered by the WTO; calls on the Commission to negotiate with the International Civil Aviation Organization (ICAO) in order to push for worldwide regulation for fair applicable competitiveness rules; underlines the importance of globally agreed rules within the ICAO, in order to reduce aviation emissions; recognises that the ICAO is committed to the development of a global market-based mechanism;

Il y a lieu, par conséquent, d'abroger en temps opportun l'annexe III du règlement (CEE) no 3922/91 du Conseil du 16 décembre 1991 relatif à l'harmonisation de règles techniques et de procédures administratives dans le domaine de l'aviation civile , et la directive 91/670/CEE du Conseil du 16 décembre 1991 sur l'acceptation mutuelle des licences du personnel pour exercer des fonctions dans l'aviation civile , dans son intégralité, sans préjudice des certifications et agréments de produits, de personnes et d'organismes déjà accordés conformément auxdits actes.
Annex III to Council Regulation (EEC) No 3922/91 of 16 December 1991 on the harmonisation of technical requirements and administrative procedures in the field of civil aviation and Council Directive 91/670/EEC of 16 December 1991 on mutual acceptance of personnel licences for the exercise of functions in civil aviation should therefore be repealed in due course, without prejudice to the certification or licensing of products, persons and organisations already carried out in accordance with those acts.
