Conformément à ce mécanisme d'évaluation, les États membres et la Commission doivent mener conjointement et régulièrement des évaluations objectives et impartiales afin de vérifier que le présent règlement est correctement appliqué et la Commission doit coordonner les évaluations en étroite coopération avec les États membres.
In accordance with that evaluation mechanism, the Member States and the Commission are, jointly, to conduct regular, objective and impartial evaluations in order to verify the correct application of this Regulation and the Commission is to coordinate the evaluations in close cooperation with the Member States.

Stresses the importance of stock assessments, and calls for enhanced cooperation among scientific institutes in both basins, including the exchange of scientific data and the sharing of information; believes that the EU should promote, stimulate and facilitate cooperation and joint work between EU scientific teams and their counterparts in other involved non-Member States; welcomes, in this respect, the ‘Marine Knowledge 2020’ initiative, which aims to make data on the marine environment available to a large number of potentially interested parties, including public, industrial, educational and research bodies and civil society;

Un plan opérationnel bien défini, prévoyant notamment une évaluation et une obligation de notification des incidents, convenu avant le début des opérations conjointes ou des projets pilotes entre l'Agence et l'État membre hôte, en concertation avec les États membres participants, contribue dans une large mesure à la réalisation des objectifs du présent règlement en instaurant un mode opératoire plus harmonisé en ce qui concerne la coordination des opérations conjointes et des projets pilotes.
A well-defined operational plan, including an evaluation and an obligation to report incidents, agreed prior to the start of joint operations or pilot projects amongst the Agency and the host Member State, in consultation with the participating Member States, will largely contribute to the objectives of this Regulation with a more harmonised modus operandi regarding the coordination of joint operations and pilot projects.

L’article 11 du règlement (CE) no 1638/2006 prévoit que des règles d’application fixant les dispositions spécifiques relatives à l’application du titre III «Coopération transfrontalière» soient adoptées par la Commission et que ces règles portent sur des questions telles que le taux de cofinancement, la préparation des programmes opérationnels conjoints, la désignation et les fonctions des autorités communes, le rôle et la fonction des comités de suivi conjoint et de sélection et du secrétariat conjoint, l’éligibilité des dépenses, la sélection des projets conjoints, la phase préparatoire, la gestion technique et financière de l’assistance communautaire, le contrôle et l’audit financiers, le suivi et l’évaluation, la visibilité et les actions d’information à l’attention des bénéficiaires potentiels.
Article 11 of Regulation (EC) No 1638/2006 requires that the Commission adopt implementing rules laying down specific provisions for the implementation of Title III ‘Cross-border Cooperation’ and that the matters covered by the implementing rules include issues such as the rate of co-financing, preparation of joint operational programmes, the designation and functions of the joint authorities, the role and function of the joint monitoring and selection committees and of the joint secretariat, eligibility of expenditure, joint project selection, the preparatory phase, technical and financial management of Community assistance, financial control and audit, monitoring and evaluation, visibility and information activities for potential beneficiaries.

Dans les cas où une évaluation des risques pour l'environnement est disponible dans le contexte de la directive 93/67/CEE, du règlement (CEE) n° 793/93, du règlement (CE) n° 1488/94 ou de documents d'orientation technique, l'évaluation des risques sera prise en considération conjointement avec l'évaluation complémentaire des risques, effectuée dans le cadre du présent règlement.
For those surfactants for which an environmental risk assessment is available in the context of Directive 93/67/EEC, or Regulation (EEC) No 793/93 and Regulation (EC) No 1488/94, and Technical Guidance Documents, this risk assessment shall be considered together with the complementary risk assessment run in the scope of this Regulation.
