Ces conditions incluent une vaccination antirabique valide réalisée sur les animaux de compagnie en question à l’aide de vaccins répondant aux normes minimales prescrites dans le chapitre concerné du manuel des tests de diagnostic et des vaccins pour les animaux terrestres de l’Organisation mondiale de la santé animale (OIE), ou ayant fait l’objet d’une autorisation de mise sur le marché conformément à la directive 2001/82/CE ou au règlement (CE) no 726/2004 . Those requirements include a valid anti-rabies vaccination carried out on the pet animals in question with vaccines complying with the minimum standards laid down in the relevant Chapter of the Manual of Diagnostic Tests and Vaccines for Terrestrial Animals of the World Organisation for Animal Health (OIE), or for which a marketing authorisation has been granted in accordance with either Directive 2001/82/EC or Regulation (EC) No 726/2004 .Those vaccines have proven to be effective in protecting animals against rabies and form part of the validity requirements for the anti-rabies vaccination set out in Annex Ib to Regulation (EC) No 998/2003.

Aussi, pour autoriser les mouvements non commerciaux de jeunes animaux de compagnie des espèces répertoriées à l’annexe I, partie A, qui n’ont pas été vaccinés ou qui ont été vaccinés, mais n’ont pas encore acquis l’immunité protectrice contre la rage, il convient que le présent règlement prévoie certaines mesures de précaution et permette aux États membres d’autoriser les mouvements de ce type sur leur territoire dès lors que les jeunes animaux de compagnie satisfont auxdites mesures.
Therefore, in order to authorise the non-commercial movement of young pet animals of the species listed in Part A of Annex I that have not been vaccinated, or that have been vaccinated, but have not yet acquired protective immunity against rabies, this Regulation should establish certain precautionary measures to be taken and give the Member States the possibility to authorise such movement into their territory when young pet animals comply with those measures.

Aussi, pour autoriser les mouvements non commerciaux de jeunes animaux non vaccinés ou vaccinés, mais pas encore immunisés contre la rage des espèces répertoriées à l’annexe I, partie A, il convient que le présent règlement prévoie certaines mesures de précaution et permette aux États membres d’autoriser les mouvements de ce type sur leur territoire dès lors que les jeunes animaux satisfont auxdites mesures.
Therefore, in order to authorise the non-commercial movement of young animals of the species listed in Part A of Annex I not vaccinated, or vaccinated but not yet immunised, against rabies, this Regulation should establish certain precautionary measures to be taken and give the Member States the possibility to authorise such movement into their territory when young animals comply with those measures.

L’article 7 du règlement (UE) no 576/2013 prévoit que les États membres peuvent, sous certaines conditions, autoriser le mouvement non commercial, à destination de leur territoire en provenance d’autres États membres, de jeunes chiens, chats et furets qui n’ont pas été vaccinés contre la rage ou qui ont été vaccinés, mais n’ont pas encore acquis l’immunité protectrice contre cette maladie.
Article 7 of Regulation (EU) No 576/2013 provides that Member States may authorise under certain conditions the non-commercial movement into their territory from other Member States of young dogs, cats and ferrets that have not been vaccinated against rabies, or that have been vaccinated but have not yet acquired protective immunity against this disease.

L'objectif du règlement est de protéger la santé publique en luttant contre la propagation des maladies, en particulier la rage.
The regulation's objectives are to protect public health by preventing the spread of diseases, primarily rabies.

Aussi est-il important que ce point ait été tiré au clair dans la proposition de règlement. Ceci, notamment, pour faire cesser le marché noir des chiots et des chatons non vaccinés contre la rage, un commerce qui existe manifestement aujourd'hui.
It is therefore important that the proposal for a Regulation should have been clarified in this respect, especially with a view to reducing the illicit trade in puppies and kittens not protected against rabies that clearly exists at the present time.

Je le déplore, mais j'espère que nous en arriverons bientôt à une situation où le Comité vétérinaire permanent aura vérifié et approuvé les tests sanguins concernant les anticorps contre la rage et que ce règlement sera étendu aux furets dès que possible.
I am sorry about this, but I look forward to a situation where the blood test for rabies antibodies can be verified and approved by the Standing Veterinary Committee and the scope of the regulation can be extended to encompass ferrets at the earliest opportunity.
