Appreciates the complexity of promoting more synergy between FP7 and the Structural Funds (SF); believes that the Commission could intensify its communication with the Member States by presenting certain good practices in order to ensure that the SF are efficiently used to facilitate both the up-stream (project preparation, capacity building) and the down-stream (full-scale demonstration, market realization) synergy approach; believes, thus, that the regional dimension of RI could be enhanced by encouraging the innovation-research-education (the so called ‘triangle of knowledge’) and the creation of pockets of excellence and regional clusters, thereby expanding the FP 7 geographic scope with a view to the efficient and effective distribution of projects among all Member States; recognises the need for more coordination of SF allocations for development of research infrastructure and the subsequent financing of research activities under the framework programmes;

28. souligne la nécessité d'explorer les possibilités de coopération et de mutualisation dans les domaines de la recherche et de l'innovation au plus haut niveau technologique, en particulier à la lumière des investissements croissants des économies émergentes dans ce domaine, et de protéger efficacement, par une politique commune de la propriété intellectuelle, les résultats de la recherche dans le domaine de défense qui doivent être correctement sauvegardés; juge opportun d'examiner un éventuel rôle de l'AED dans ce domaine; considère que l'AED devrait pouvoir être en mesure de faciliter, en amont, les futures coopérations technologiques et industrielles entre partenaires de l'Union;
28. Stresses the need to explore cooperation and pooling opportunities in the research and innovation fields at the highest technological level (especially in light of increasing investments by emerging economies in this area) and to protect effectively in a common intellectual property policy research results in the defence field, which must be properly safeguarded; believes that consideration should be given to a possible role for the EDA in this area; considers that the EDA should be able to facilitate, at an early stage, future technological and industrial cooperation between EU partners;

La Commission met l'accent sur trois secteurs : les projets de haute technologie, notamment ceux qui constituent le "suivi" industriel des programmes de recherche en commun co- finances par la Communaute; les petites et moyennes entreprises innovatrices; et les grandes infrastructures. PROJETS DE HAUTE TECHNOLOGIE La Communaute a lance -- programmes ESPRIT, BRITE, RACE -- ou va participer a -- dans le cadre d'EUREKA -- une serie de projets de recherche et de developpement caracterises par une vaste cooperation entre entreprises de plusieurs pays, en amont dans la chaine qui va de la recherche a l'industrialisation.
The Commission is focusing on three sectors : high-technology projects, in particular those representing the industrial follow- up to joint research programmes which the Community has helped to finance; innovatory small and medium-sized businesses; and large- scale infrastructure projects/.- 2 - HIGH-TECHNOLOGY PROJECTS The Community has already launched a number of research and development projects (ESPRIT, BRITE and RACE programmes), and is about to contribute to others (in the context of EUREKA), which all involve cooperation on a massive scale between firms in several countries in the early stages of the process leading from research to industrial application.
