Appliquée à l’inclusion sociale et aux pensions, la MOC consiste à adopter des objectifs communs énonçant des buts généraux et partagés, à élaborer des plans d’action nationaux (PAN) pour l’inclusion et des rapports de stratégie nationale pour les pensions, dans lesquels les États membres exposent la politique qu’ils prévoient de mener pendant une période convenue pour atteindre les objectifs communs, à évaluer ces plans ou stratégies dans des rapports conjoints de la Commission et du Conseil, ainsi qu’à collaborer à la mise au point d’indicateurs destinés à permettre une compréhension et une évaluation mutuelles et, lorsqu’il y a lieu, la fixation d’objectifs.
As applied to social inclusion and pensions, it has involved: agreeing common objectives which set out high-level, shared goals; preparation of National Action Plans (NAPs) for Inclusion and National Strategy Reports (NSRs) for pensions, in which Member States set out their policy plans for an agreed time period to meet the common objectives; evaluation of these plans/strategies in Joint Commission/Council Reports; and joint work on indicators to allow mutual understanding and evaluation and, where appropriate, target setting.

Le rapport conjoint sur l'inclusion sociale, qui fait suite à une proposition soumise par la Commission en octobre 2001 concernant l'analyse des 15 plans d'action nationaux en faveur de l'inclusion, se propose d'identifier les bonnes pratiques et démarches innovantes présentant un intérêt commun en matière de lutte contre la pauvreté et l'exclusion sociale.
The joint report on social inclusion which is based on the proposal submitted by the Commission in October 2001 evaluating the 15 National Action Plans on social inclusion seeks to identify good practice and innovative approaches of common interest in combating poverty and social exclusion.

Le nouveau rapport remplacera aussi le rapport conjoint sur l'inclusion sociale et le rapport conjoint sur les pensions et reprendra la mission de rendre compte des progrès accomplis dans la coopération politique en matière de soins de santé et de longue durée.
It will also replace the Joint Report on Social Inclusion and the Joint Report on Pensions as well as taking over the task of reflecting on the progress made in policy cooperation on healthcare and long-term care.
