Welcomes the Commission‘s positive agenda for EU-Turkey relations; is concerned about the situation in a number of areas, notably as regards freedom of expression, the rule of law, women’s rights in Turkey, the slow progress towards a new civilian constitution and, in addition, the polarisation of Turkish society; encourages Turkey to speed up the reform process; points out that Turkey is not only a candidate country but also an important strategic partner and NATO ally; calls, therefore, for the existing political dialogue with Turkey on foreign policy choices and objectives of mutual interest to be reinforced; stresses the importance of encouraging Turkey to pursue its foreign policy in a framework of good neighbourly relations, close dialogue and coordination with the European Union in order to create valuable synergies and reinforce the potential for a positive impact, particularly regarding the support for the reform process in the Arab world; hopes that the conditions will improve for the opening of further chapters in the membership negotiations (e.g. ratification and implementation of the Ankara Protocol);

18. tout en se félicitant de l'évaluation globalement positive de la Cour des comptes européenne s'agissant de la gestion du budget de la CECA par la Commission pour l'exercice 1999, ainsi que de l'engagement pris par la Commission à publier dans le rapport annuel de la CECA, à partir de l'exercice 2000, des informations relatives au taux de rendement moyen obtenu sur les fonds gérés en trésorerie, souligne toutefois que la Commission doit faire preuve de la plus grande transparence en ce qui concerne la publication d'informations relatives à la valeur du patrimoine de la CECA, notamment dans la perspective de l'expiration du traité CECA et de la création du Fonds de recherche du charbon et de l'acier.

While welcoming the broadly positive assessment by the Court of Auditors of the Commission's management of the ECSC budget in the financial year 1999, as well as the Commission's undertaking on the provision of information concerning the average rate of yield on liquid assets in the ECSC's annual report from the financial year 2000 onwards, stresses the necessity for the Commission to ensure maximum transparency in the disclosure of data affecting the value of the ECSC's assets, particularly in the approach to the expiry of the ECSC Treaty and the creation of the Research Fund for Coal and Steel.

The product allegedly being dumped is certain wire of non-alloy steel (not plated or not coated or plated or coated with zinc) and stranded wire of non-alloy steel (whether or not plated or coated), containing by weight 0,6 % or more of carbon, with a maximum cross-sectional dimension exceeding 3 mm, originating in the People's Republic of China (‘the product concerned’), normally declared within CN codes ex 7217 10 90, ex 7217 20 90, ex 7312 10 61, ex 7312 10 65 and ex 7312 10 69.

La Commission a été saisie d'une plainte, déposée conformément à l'article 5 du règlement (CE) no 384/96 du Conseil, du 22 décembre 1995, relatif à la défense contre les importations qui font l'objet d'un dumping de la part de pays non membres de la Communauté européenne (ci-après dénommé «règlement de base») (1), selon laquelle les importations de certains câbles de pré- et postcontrainte et torons en acier non allié (câbles et torons PSC) originaires de la République populaire de Chine (ci-après dénommée «pays concerné»), feraient l'objet de pratiques de dumping et causeraient ainsi un préjudice important à l'industrie communautaire.
The Commission has received a complaint pursuant to Article 5 of Council Regulation (EC) No 384/96 of 22 December 1995 on protection against dumped imports from countries not members of the European Community (‘the basic Regulation’) (1), alleging that imports of certain pre- and post-stressing wires and wire strands of non-alloy steel (PSC wires and strands), originating in the People's Republic of China (‘the country concerned’), are being dumped and are thereby causing material injury to the Community industry.
