Acknowledging that certain factors limited the growth of trade flows, such as the high costs of transport and inadequate investment and production technology, Ministers agreed that the Central American side would draw up an integral programme for the development of exports from the Central American Isthmus to the Community Market, with the aim of revitalizing trade relations between the two regions.
