Dans le pacte européen sur l’immigration et l’asile, adopté le 16 octobre 2008, le Conseil européen a constaté que de fortes disparités subsistaient d’un État membre à un autre dans l’octroi de la protection et a lancé un appel en faveur de nouvelles initiatives, notamment une proposition visant à instaurer une procédure d’asile unique comportant des garanties communes, pour achever la mise en place, prévue par le programme de La Haye, du régime d’asile européen commun.
In the European Pact on Immigration and Asylum, adopted on 16 October 2008, the European Council noted that considerable disparities remained between one Member State and another concerning the grant of protection and called for new initiatives, including a proposal for establishing a single asylum procedure comprising common guarantees, to complete the establishment of a Common European Asylum System, provided for in The Hague Programme.

1. Believes that European Union policy on development and social cohesion should implement effective reception and integration policies for immigrants, in particular women immigrants, who now represent the majority of those migrating to the EU for an increasing variety of reasons (economic, refugee, asylum, family reunification); welcomes the Commission's initiative to publish guidelines on the "common framework programme for the integration of third-country nationals in the EU", stressing that all measures should take account of the particular nature of gender and the situation of women.

4. rappelle la nécessité d'une politique communautaire d'immigration et d'asile fondée sur l'ouverture de canaux d'immigration légale et sur la définition de normes communes de protection des droits fondamentaux des immigrants et des demandeurs d'asile dans l'Union européenne, comme l'a décidé le Conseil européen de Tampere en 1999 et comme l'a confirmé le Programme de La Haye;

Recalls the need for a Community immigration and asylum policy founded on opening channels of legal immigration and on defining common rules to protect the fundamental rights of immigrants and of asylum seekers in the EU, as agreed by the Tampere European Council in 1999 and confirmed in the Hague Programme;

Ø encourage les États membres à faire le meilleur usage des mécanismes de coopération administrative dans le domaine de l'asile (ARGO, programme statistique) et à y contribuer activement, la Commission s'engageant à poursuivre le développement du Comité sur l'immigration et l'asile et d'Eurasil en tant que dispositifs essentiels du rapprochement des analyses et des pratiques facilitant l'identification de nouvelles priorités pour l'établissement du régime d'asile européen commun.
Ø encourages the Member States to make the best use of the machinery for administrative cooperation on asylum (Argo, statistical programme) and to contribute actively to it, and undertakes to pursue the development of the Immigration and Asylum Committee and Eurasil as essential means of comparing analyses and practices to facilitate the identification of new priorities for the establishment of the common European asylum system.
