La plainte cite la base juridique sur laquelle s'appuie l'abattement fiscal de Shandong, en l'occurrence le texte sur la Réduction de l'impôt sur le revenu sur la base de l'implantation géographique (provinces du Zheijang et du Shandong) transposant la loi chinoise sur l'impôt des sociétés applicable aux entreprises à investissement étranger et aux entreprises étrangères, et plus précisément son article 7 (ordonnance no 45, adoptée le 9 avril 1991).
The complaint reports the legal basis of Shandong tax discount, namely Reduced Income Taxes based on Geographical Location (Zheijang and Shandong Provinces): Income Tax Law of the PRC for Enterprises with Foreign Investment and Foreign Enterprises, Article 7, adopted on 9 April 1991, No. 45.

– (EN) Madame la Présidente, nous devrions à présent être en train de discuter des problèmes de gouvernance économique, de droit à l’emploi et d’environnement, des points prioritaires dans notre programme; nous devrions être en train de célébrer la fantastique réussite de la Hongrie qui a ,pour la première fois, l’honneur de la Présidence et je suis attristée de constater que le peuple hongrois – qui s’est élevé contre l’oppression et qui a lutté tellement longtemps pour la démocratie – voit maintenant cette démocratie remise en question par la nouvelle loi hongroise sur les médias et par des politiques protectionnistes qui attaquent les entreprises étrangères et jettent une ombre sur ce qui devrait être un moment de fierté pour le peuple hongrois.
– Madam President, this is a time when we should be discussing issues of economic governance, employment rights and the environment, all high on our agenda; a time when we should be celebrating the fantastic achievement of Hungary which, for the first time, has the honour of the Presidency, and it saddens me that the Hungarian people – who stood up against oppression and fought for so long for democracy – are now having that democracy challenged by the new media laws in Hungary and the protectionist policies used to attack foreign companies, casting a shadow on what should be a proud period for the Hungarian people.

Enfin, l'UE encourage la coopération industrielle grâce à la mise en œuvre de programmes favorisant la création et l'expansion d'entreprises, les partenariats entre des entreprises européennes et des entreprises étrangères, notamment des PME, ou encore des programmes proposant des stages en entreprises pour les étudiants.
The EU encourages industrial cooperation through the implementation of programmes which support the creation and expansion of businesses, partnerships between European businesses and foreign businesses, particularly SMEs, and programmes offering business traineeships for students.
