Conformément au règlement (CE) no 294/2008, la Commission doit présenter une proposition de premier programme stratégique d'innovation (PSI), élaborée sur la base du projet fourni par l'Institut européen d'innovation et de technologie (EIT).
Regulation (EC) No 294/2008 requires the Commission to submit a proposal for the first Strategic Innovation Agenda ("the SIA"), on the basis of the draft provided by the European Institute of Innovation and Technology ("the EIT").

· Le CIP est divisé en trois programmes opérationnels, dont chacun est assorti d’objectifs spécifiques visant à favoriser la compétitivité des entreprises et leur capacité d’innovation dans leur domaine respectif, tel que les TIC ou l’énergie durable. Il s’agit du programme pour l’innovation et l’esprit d’entreprise (PIE)[3], du programme d’appui stratégique en matière de technologie de l’information et de la communication (programme d’appui TIC)[4] et du programme «Énergie intelligente – Europe» (EIE)[5].
· The CIP is divided into three operational programmes. Each of them has its specific objectives, aimed at contributing to the competitiveness of enterprises and their innovative capacity in their own areas, such as ICT or sustainable energy; The Entrepreneurship and Innovation Programme (EIP)[3]; The Information Communication Technologies Policy Support Programme (ICT-PSP)[4]; The Intelligent Energy Europe Programme (IEE)[5].

Partant du constat que les entreprises sont les principaux moteurs du processus d'innovation, le programme pour l'innovation et l'esprit d'entreprise devrait prévoir des ressources financières pour les encourager à innover, préparer l'adoption de l'innovation par le marché et promouvoir la gestion et la culture de l'innovation.
Recognising that enterprises are at the heart of the innovation process, funding to stimulate innovation activities of enterprises and preparing the market-take up of innovation as well as innovation governance and culture should therefore be placed under the Entrepreneurship and Innovation Programme.
