La coopération financière présente une flexibilité suffisante pour que les opérations restent constamment conformes aux objectifs de la présente décision et tient compte de tout changement intervenant dans la situation économique, les priorités et les objectifs du PTOM concerné, notamment grâce à un examen ad hoc du document de programmation.

Financial cooperation shall be sufficiently flexible to ensure that operations are kept constantly in line with the objectives of this Decision and take account of any changes occurring in the economic situation, priorities and objectives of the OCTs concerned, in particular by means of an ad hoc review of the Programming Document.

29. Is aware that the current system of EU funding in support of European standardisation often leads to frustration in terms of rule changes, the high cost of auditing and delays in the authorisation of payments; stresses that there is an urgent need to reduce these costs and the high administrative burden that at times outweigh the benefits of the financial support provided, while respecting EU financial rules; calls on the Commission and all stakeholders to ensure the financial sustainability of the system, including through public-private partnerships and through multiannual financial planning, which is essential to ensure its effectiveness and efficiency in global competition; considers that the Commission and the ESOs could improve their cooperation in order to guarantee a stable and user-friendly framework for the EU financial contribution to European standardisation which will increase significantly the efficiency of the system;

Et s'il est vrai que les propositions de la Commission témoignent d'ores et déjà d'un souci de simplification à différents niveaux (programmation, gestion financière, cofinancement, etc.), il n'en est pas moins vrai qu'un effort accru de simplification et de rationalisation s'impose encore dans de nombreux domaines.
Similarly, an effort should be made to ensure that the entire set of rules is adopted and implemented in accordance with a suitable timetable which will enable each Member State to put in place the management and monitoring structures which will be responsible for administering the funds. And although it is true that the Commission proposals already express an intention to simplify at various levels (programming, financial management, co-financing, and so on), it is no less true that there are still many areas in which further simplification and rationalisation are called for.

Dans le cadre de la coopération interrégionale, il convient de développer aussi bien les programmes soutenus financièrement par l'Union européenne que ceux adoptés et financés par les États membres, voire par des pays tiers.
In inter-regional cooperation, both programmes financially supported by the EU and programmes independently managed and financed by the Member States and possibly third countries should be developed.
