The EU will also leverage the different instruments at its disposal to this end: the 10th European Development Fund, the EU-Africa Partnership on Infrastructure which addresses regional projects on the generation and transmission of electricity, the ACP-EU Energy Facility, and the EC COOPENER programme and its successor as well as the EUROSOLAR programme for Latin America.

Le document de stratégie régionale pour l'Amérique latine identifie les priorités de la coopération entre l'Union européenne et la région pour la période 2007-2013, à savoir la cohésion sociale, l'intégration régionale et le renforcement de la compréhension mutuelle. Il en définit également le programme indicatif régional pour la période 2007-2010.
The regional strategy paper for Latin America identifies social cohesion, regional integration and strengthening mutual understanding as the priority areas for cooperation between that region and the European Union in 2007-2013 and sets out the regional indicative programme for the period 2007-2010.

Au titre de l'action commune 2006/243/PESC, de l'action commune 2007/468/PESC, de l'action commune 2008/588/PESC et de la décision 2010/461/PESC, l'Union a soutenu ce qui suit: la mise en place d'un programme de formation à l'apprentissage en ligne, l'exercice intégré sur le terrain de 2008 concernant les inspections sur place, l'évaluation et la mesure du xénon radioactif, l'assistance technique fournie aux régions «Afrique» et «Amérique latine et Caraïbes», les stations sismiques auxiliaires, le renforcement de la coopération avec la communauté scientifique et le renforcement des capacités d'inspection sur place par le développement d'un système de détection des gaz rares.
In Joint Action 2006/243/CFSP, Joint Action 2007/468/CFSP, Joint Action 2008/588/CFSP and Decision 2010/461/CFSP, the Union has supported the following: the establishment of an E-learning training programme, the Integrated Field Exercise 2008 in respect of On-Site Inspections (OSI), Radio-Xenon Assessment and Measurement, technical assistance to Africa and Latin America and the Caribbean, auxiliary seismic stations, strengthening cooperation with the scientific community and strengthening the OSI capabilities with the development of a noble gas detection system.

Points out that the agreements adopted within the WTO and the bilateral agreements under negotiation with certain Latin American countries have consequences for the vulnerable economies of the outermost regions because of the similarities between their agricultural sectors and those on the Latin American continent; supports therefore the approach under which, in trade relations between the EU and Latin America, the strategic and traditional sectors of the outermost regions are preserved and are the subject of both appropriate compensation and particular attention in order not to undermine the obligations that the EU adopted towards these regions in its European strategy for the outermost regions in 2009;

whereas the European Union has strengthened its economic and trade relations with Latin America, becoming its second most important trading partner and the leading trading partner for MERCOSUR and Chile; whereas, according to Eurostat, trade volumes doubled between 1999 and 2008, with EU imports of goods from Latin America increasing to EUR 96,14 billion and exports of goods to the region to EUR 76,81 billion, while there was a steady rise in trade in services; whereas, owing to the dramatic effect of the financial and economic crisis, these figures dropped in 2009 to EUR 70,11 billion (imports) and EUR 61,57 billion (exports), but started to grow again in 2010; whereas European countries constitute the largest source of Foreign Direct Investment (FDI) in Latin America,
