Ghislain Lebel moved, - That the Standing Committee on Public Accounts examine the report made by the Auditor General to the Minister of Public Works and Government Services on three contracts awarded to the firm Groupaction, and hear from relevant witnesses, in particular Sheila Fraser, Auditor General of Canada; Jean Brault, President of Groupaction; Roger Desjeans, Vice-President for Marketing, Groupaction; Diane Donnelly, Corporate Affairs Director, Groupaction; Charles Guité, former PWGSC official; and Pierre Tremblay, official with the Canadian Food Inspection Agency.

As regards the interest which an official or former official has in seeking annulment of a career development report concerning him, it must be observed that that report constitutes a value judgement made by his immediate superiors on the way in which the official has discharged the tasks entrusted to him and on his conduct in the service during the relevant period and that, independently of its utility in the future, it constitutes written and formal evidence of the quality of the official’s work.

Recalls that in paragraph 28 of the resolution on the 2001 discharge it asked for proposals to be made before 1 July 2003 to remedy the situation of former LA officials who had passed an internal competition and moved to an A-category post before the introduction of 'décloisonnement' and were thereby placed at the starting grade (A7) in the A-category irrespective of their seniority in the LA category; notes that, in his reply of 18 February 2004, the Secretary General recognised that these LA officials had been "prejudiced in comparison with other LA officials who benefited from 'décloisonnement' "; therefore asks the Secretary-General, in observance of the principle of non-discrimination among officials, to put forward specific proposals aimed at compensating the "small number" of LA officials whose initiative and energy have paradoxically placed them in a very unfavourable position;

Welcomes the widening of the system of "décloisonnement" by which LA officials may be transferred to A-posts at the same grade without passing an A-category competitive examination; draws attention, however, to the unfavourable position of former LA officials who passed a competition and moved to an A-category post before "décloisonnement" and were thereby placed at the starting grade (A7) in the A-category irrespective of their seniority in the LA category; points out that such former LA officials are unfairly prejudiced in their career advancement by comparison with their colleagues who benefit from "décloisonnement" with the result that they remain at the same salary level much longer (in some cases for over 10 years) than other officials (5 years); asks the Secretary-General to draw up a list of such officials and to make proposals by 1 July 2003 to remedy this unfair situation;
