It held discussions on territorial and urban development (the territorial impact of Community policies and the cost of their non-coordination, the result of the urban audit and urban affairs, the territorial and urban dimensions of the Objective 1 and 2 programmes for the 2000-06 programming period, the White Paper on transport, the conclusions and monitoring of the Council on policy in large cities on 9 October 2001, a network for exchanges of experience (Urban) and the European research area and the sixth framework programme).

Cities of Tomorrow[20] synthesises the principles of the European sustainable urban development model drawing upon the Treaty on the Functioning of the European union, the Charter of Fundamental Rights of the European Union, the European Social Model, the Leipzig Charter, the Toledo Declaration and the Territorial Agenda of the European Union 2020.

Based on Article 10 of the Regulation on the European Regional Development Fund (ERDF), innovative actions in 1994-99 supported 350 operations relating to eight different themes: new sources of employment, culture and heritage, spatial planning (Terra), urban pilot projects, internal and external interregional co-operation (Recite II and Ecos-Ouverture), promotion of technological innovation (RIS and RTTs) and the information society (RISI I and II).
