For example, the new cross-border cooperation programmes being established under the ENPI will for the first time offer a real possibility of promoting grass-roots cooperation among local and regional authorities, on both sides of the these Seas, and addressing issues of common concern – such as the environment, transport and communications, maritime safety, the marine environment, regional economic development, tourism, and socio-cultural exchanges.

Two measures (EUR 37 million) will target the areas of transit in Niger in order to increase employment opportunities and income-generating activities for migrants and local populations. One measure (EUR 6 million) will be aimed at setting up a joint investigation team in Niger to combat networks engaged in smuggling migrants and human trafficking. A regional measure (EUR 5 million) will build on the capacities of the countries of the Economic Community of West African States (ECOWAS) in the fight against organised crime, trafficking and terrorism by creating or strengthening capacity to collect, pool, manage and share police data. One measure (EUR 3 million) will help to protect migrant children from exploitation and human trafficking in Mauritania. One measure (EUR 6 million) will be aimed at strengthening the commitment of the Malian diaspora in Europe to developing Mali's economy and in particular the areas of origin of migrants. One measure (EUR 10 million) will underpin the implementation of the Northern Mali Peace Agreement. Eight measures (EUR 118 million) will target the Lake Chad region and the areas affected by the crisis linked to Boko Haram in order to boost the resilience of vulnerable groups, in particular women and the displaced, and strengthen conflict prevention and management. Two measures (EUR 30 million) will be aimed at supporting the most vulnerable groups and contributing to the socio-economic integration of women in northern Burkina Faso.

Expresses grave concern at the renewed interest in exploration and exploitation of oil and gas, both offshore and on land, especially in areas already heavily affected by significant environmental consequences; considers it important that relevant studies are carried out for the macro-region; stresses that exploration and exploitation of oil and gas must accord with the aims of the integrated maritime policy and maritime planning and that the focus of energy production should generally be on renewable energy, for example offshore wind power; emphasises that the Adriatic is a closed, shallow sea, which lacks the capacity to disperse pollutants and has a flourishing tourist trade on both its shores, and that the macro-region’s growth should first depend on tourism and on economic activities linked to its specific environmental features and ecosystems; underlines the need for the Member States in the region to be consistent in implementing EU legislation and international conventions on environmental sustainability and the safety of maritime activities such as offshore oil and gas exploration and the development, installation and operation of offshore wind turbines; calls therefore for the full implementation of the Marine Strategy Framework Directive (2008/56/EC) and of the Safety of Offshore Oil and Gas Operations Directive (2013/30/EU); encourages, in view of macro-regional cooperation, the establishment of a system for intervention in case of accidents;

Calls on the Commission to explore the possibility of granting substantial financial and technical support to measures building confidence and promoting trust between and among the populations and to participate in rehabilitation and reconstruction in all conflict-affected regions, such as income-generating projects and projects targeting the socio-economic integration of IDPs and returnees and the rehabilitation of housing and aiming at dialogue and mediation, as well as to continue elaborating and supporting civil-society projects that aim to promote reconciliation and contacts between local populations and individuals;

L'objectif poursuivi consiste à mieux intégrer les régions ultrapériphériques dans leur espace socio-économique et culturel en réduisant les barrières qui limitent les possibilités d'échanges avec le milieu géographique de ces régions, très éloignées du continent européen, mais très proches des marchés géographiques de la Caraïbe, d'Amérique et d'Afrique, et notamment des pays ACP.
The aim is to enlarge the natural area of socio-economic and cultural influence of the outermost regions (including the treatment of questions concerning migratory populations) by reducing the barriers which restrict trade with their geographical neighbours. These regions are very far from the European mainland but very close to the geographical markets of the Caribbean, America and Africa, particularly those of the ACP countries.
