Proposed areas of intervention ►Supporting the development of adaptation action plans in vulnerable countries other than LDCs, through technical assistance, capacity support and facilitation of cooperation between stakeholders. ►Supporting the implementation of adaptation action plans in LDCs and SIDS effectively committed to taking measures to respond to climate change. ►Financing pilot adaptation projects focussing on the water and agricultural sectors, as well as on sustainable management of natural resources. ►Supporting international collaborative research on the impacts of climate change in developing countries and regions, as well as on the identification and design of innovative adaptation solutions, e.g. through the EU's 7th Research Framework Programme, and the Food Security Thematic Programme.

That means that priority must be given to the effective creation of a European defence equipment market, the launching of a successful preparatory action on security research and strengthening defence research efforts through a European defence aerospace RD plan and the establishment of an EU agency while also maintaining long-term stability in civil aeronautics research programmes.

Il convient de procéder à des ajustements budgétaires plus importants en 2006 et 2007, dans un contexte de reprise économique.
The examination of the first set of Stability and Convergence Programmes submitted after the reform of the Pact, shows that Members States have set themselves MTOs that are broadly in line with the agreed principles. Another positive development is that the budgetary projections are, in almost all cases, based on realistic growth assumptions and with little recourse to one-off and other temporary measures. Nevertheless, in some cases, the medium-term budgetary plans lack the necessary ambition to reduce the gap between current fiscal positions and the medium-term budgetary objectives. Larger fiscal adjustments should notably be made in 2006 and also 2007, in a context of economic recovery.

SOULIGNENT que la mobilisation efficace de moyens financiers et leur mise à disposition sont essentielles pour que soient atteints les objectifs environnementaux fixés lors de la CNUED ; SE FELICITENT du fait que le Conseil "Développement" du 25 mai a confirmé qu'à la suite de l'engagement global souscrit à Rio pour un montant de 3 milliards d'écus, la Communauté et ses Etats membres fourniront en 1993 une première tranche de 600 millions d'écus pour des projets et des programmes spécifiques dans des secteurs clés du Plan d'action 21 ; 16.
