1. Pursuant to this Regulation, the term ‘injury’ shall, unless otherwise specified, be taken to mean material injury to the Community industry, threat of material injury to the Community industry or material retardation of the establishment of such an industry and shall be interpreted in accordance with the provisions of this Article.

(33) The Commission notes that the trend towards internal restructuring and relocation in the countries of eastern Europe is due, according to the Panorama of EU industry, to the fact that, "The glass industry is going through a period of reorganisation.. Firms are also responding to the huge variations in the worldwide labour market, and are making investments in lower-cost countries to benefit from cheaper factors of production"(14).
