Le but de la planification d'un réseau central n'est pas de lancer un nouveau programme d'infrastructures de très grande envergure. Il s'agit plutôt de faire du réseau le fondement d'un système de transport efficace, à intensité réduite en carbone, sûr et sécurisé, en assurant la continuité des projets en cours, en accordant l'attention requise à la suppression des principaux goulets d’étranglement et en se basant en grande partie sur l'infrastructure existante.
Planning a core network is not meant to initiate a new infrastructure programme of immense scope neither: ensuring continuity for ongoing projects, giving due attention to the removal of key bottlenecks and building largely on existing infrastructure, it aims at becoming the basis for an efficient, less carbon intensive, safe and secure transport system.
