Given that all negotiating chapters have now been closed and that there are no other issues open, the Accession Conference confirmed the successful conclusion of the accession negotiations with Croatia, thus fully implementing the conclusions of the June European Council and marking a historic day for Croatia and for the EU as a whole.

Le 28 novembre 2002, le Conseil a autorisé la Commission européenne à négocier les conditions et les modalités de l’adhésion de la Communauté à la HCCH .Suite à l’issue favorable des négociations de la Commission avec la HCCH, la Commission a recommandé au Conseil d’adopter la présente décision relative à l’adhésion de la Communauté européenne.

In its opinions on applications for membership and in the course of accession negotiations, the Commission will provide impact assessments of accession on key policy areas. This will help Member States to define EU common positions for the negotiations of the chapters concerned, including, where relevant, transition periods or other arrangements.

3. Compte tenu de ce qui précède, et prenant en considération également les progrès accomplis sur le plan général dans les négociations d'adhésion, ainsi que dans la transposition et la mise en œuvre de l'acquis, et les engagements pris par les pays candidats lors des négociations, l'Union confirme sa volonté de mener à bien les négociations d'adhésion avec ces pays lors de la réunion du Conseil européen à Copenhague les 12 et 13 décembre et de signer le traité d'adhésion à Athènes en avril 2003.
In view of the above, and also taking into consideration the overall progress achieved in the accession negotiations, as well as in transposing and implementing the acquis and the commitments undertaken in the negotiations by the candidates, the Union confirms its determination to conclude accession negotiations with these countries at the European Council in Copenhagen on 12-13 December and sign the Accession Treaty in Athens in April 2003.
