In the name of this common public culture, which is exclusive to Quebec, and the development of French society, whose destiny is so special in America, we ask the federal government to agree to this amendment, which is not only moved by the Bloc Quebecois, but which also has been supported by a number of members of the Quebec community and society.

In anticipation of the Summit of the Americas in Quebec City in April, the Canadian Federation of Students calls for: one, the release of the comprehensive texts for the free trade area of the Americas; two, Canada's withdrawal from any current and future negotiations of the free trade area of the Americas; and, three, the protection of members of civil society from police brutality and repression in Quebec City.

At sub-regional level EU cooperation has focused on providing support for regional integration. This includes a project for "Harmonisation of Technical Standards, Technical Regulations and Conformity Assessment Procedures", aimed at facilitating the free circulation of goods between Mercosur member countries, and between Mercosur and the European Union; a trade- related technical assistance programme to support the process of the creation the Common Andean Market; and a programme supporting the Central American integration whose specific objective is to increase the capacity of the Central American Integration System (SICA) and of civil society to strengthen and deepen the process of integration and co-operation.
