Stresses that the right to freedom of thought, conscience and religion is a fundamental human right; expresses its concern at the recent tendency in Pakistan to curb the freedom of thought, expression and information by blocking and controlling much frequented internet services; calls on the Government to stop censorship of the internet and to revise both the draft anti-terrorism and draft NGO legislation, which would massively curtail the independence and freedom of operation of NGOs and could lead to the breakdown of work by internationally connected NGOs in Pakistan;

L. whereas the recently adopted Turkish Anti-Terror Law is specifically contrary to the advice of the UN Human Rights Council Special Rapporteur on Terrorism, and undermines previous reforms in the field of fundamental freedoms and human rights by reintroducing elements that had been removed during previous reforms, and whereas it may further restrict the exercise of those rights and freedoms if wide definitions of the terms "terrorist act" and "terrorist offenders" are introduced and if the scope of the crimes falling under that law is extended; whereas Turkey, like the EU, should seek to prevent security matters from curtailing citizens" freedoms, a common concern across the EU that has been increasingly apparent since the Tampere European Council of 15 and 16 October 1999 and has been demonstrated more recently by the advent of the Hague Programme,

39. prend acte des modifications apportées aux articles 159, 169 et 312 du code pénal ainsi qu'à l'article 8 de la loi "anti-terrorisme" mais déplore que ces articles, qui portent sur la protection de l'indivisibilité du territoire et sur le caractère séculier de l'État, limitent toujours les droits à la liberté d'expression; exhorte les autorités turques à aligner ces articles, dans leur forme et leur application, sur la Convention européenne de protection des droits de l'homme et des libertés fondamentales, et à lever les restrictions à l'exercice des droits fondamentaux qui existent dans d'autres parties de la législation, notamment la loi RTUK du 7 juin 2001, et à les interpréter en ce sens;
39. Notes the modifications made to Articles 159, 169 and 312 of the Criminal Code and Article 8 of the Anti-Terrorism Act, but regrets that these articles, which relate to the protection of territorial integrity and to the secular nature of the State, still restrict freedom of expression; calls on the Turkish authorities to bring these articles, as regards their form and application, in line with the European Convention for the Protection of Human Rights and Fundamental Freedoms, to lift the restrictions on the exercise of fundamental rights contained in other areas of national legislation, in particular the RTUK law of 7 June 2001, and to interpret them in this spirit;
