In 2005, Poland brought its national law in line with the Directive by amending the national legislation on toll motorways (the Act of 28 July 2005 amending the Act on toll motorways and the National Road Fund and the Road Transport Act; Journal of Laws No 155, item 1297).

Recalls that freedom of expression and media pluralism, including on the internet, are core European values and that a truly democratic society requires genuine freedom of expression, including the right of dissent; highlights the special role of public-service media in strengthening democracy and calls on the authorities to ensure their independence, sustainability and compliance with European Union standards; underlines, once again, the importance of abolishing legislation providing for disproportionately high administrative tax fines on the media, leading, in some cases, to their closure or to self–censorship, and the urgent need to reform the internet law; stresses the importance of tackling restrictions on fundamental freedoms in the broader context of the rule of law, in terms of both the wording and the application of the law; is concerned, in particular, that the penal code and anti-terror law are used to prosecute non-violent statements when they are perceived as supporting the aims of a terrorist organisation; stresses the need to amend Articles 26 and 28 of the Turkish Constitution, which limit freedom of expression on the basis of national security, public order and national unity; reiterates, therefore, its previous calls to the Government of Turkey to finalise the review of the legal framework on freedom of expression and to bring it, without delay, into line with ECtHR case law;

17. relève l'incohérence des lois nigérianes en ce qui concerne le travail des enfants, en particulier sur l'âge minimum pour travailler; demande instamment que soit modifié l'article 59 de la loi sur le travail afin de la mettre en conformité avec les conventions de l'OIT ratifiées par le Nigeria et presse chacun des États nigérians de ratifier la loi fédérale de 2003 sur les droits des enfants; félicite le Nigeria pour avoir lancé une campagne nationale sur le travail des enfants et un plan d'action national pour l'élimination du travail des enfants en 2013, mais invite instamment les autorités à déployer davantage d'efforts dans leur mise en œuvre et leur exécution;
17. Notes the inconsistence of Nigeria’s laws regarding child labour especially regarding minimum age for work; urges to amend Article 59 of the Labour act to bring it in line with ILO conventions ratified by Nigeria and urges each Nigerian’s State to ratify the Federal 2003 Child Rights Act; commends Nigeria for launching a National Policy on Child Labour and a National Action Plan for the Elimination of Child Labour in 2013 but urges the authorities to put more efforts in their implementation and enforcement;

9. salue l'adoption des nouvelles lois relatives à la radio et à la télévision qui comportent plusieurs avancées positives telles que l'augmentation de la part que les entités étrangères sont autorisées par la loi à détenir dans les entreprises turques du secteur des médias (portée de 25 % à 50 %), mais dit son inquiétude devant le fait que les émissions peuvent être interrompues pour des raisons de sécurité nationale sans qu'une ordonnance d'un tribunal ou une décision d'un juge ne soit nécessaire; observe avec inquiétude la pratique consistant à lancer des poursuites pénales à l'encontre de journalistes dévoilant des preuves de violations des droits de l'homme et d'autres questions d'intérêt public, en particulier en vertu de l'article 285 du code pénal relatif aux violations du secret de l'instruction et de l'article 288 relatif aux tentatives d'influencer la justice; estime que la pénalisation des opinions constitue l'un des principaux obstacles à la protection des droits de l'homme en Turquie et déplore la limitation disproportionnée des libertés d'expression, d'association et de réunion; exhorte les autorités turques à se conformer strictement à leurs obligations en matière de droits de l'homme à cet égard, en modifiant la législation concernée et en organisant des formations à destination de la police et de la justice;
9. Welcomes new radio and TV laws which provide for several positive developments such as an increase in the percentage that foreign entities may lawfully own in Turkish media companies (50%, up from 25%), but expresses concern at the fact that broadcasting may be stopped on grounds of national security without a court order or a ruling by a judge; notes with concern the practice of bringing criminal prosecutions – especially under Article 285 of the Penal Code on ‘breaching the confidentiality of a criminal investigation’ and Article 288 on ‘attempting to influence the judiciary’ – against journalists who communicate evidence of human rights violations or raise other issues in the public interest; considers the criminalisation of opinions as a key obstacle to the protection of human rights in Turkey and deplores disproportionate restriction of the freedoms of expression, association and assembly; urges Turkey to comply rigorously with its international human rights obligations in this respect by amending its relevant legislation and by training its police and judiciary;

Even though the Government of the Federal Republic of Germany has accepted the Commission's decision on the acquisition of land in eastern Germany under the Equalisation Act of 20 January 1999 and gave notification on 1 September 1999 of a new Bill amending the Compensation and Equalisation Act, will it still be legally possible for the Federal Republic of Germany to apply for the exceptional approval of the land acquisition programme in the form criticised by the Commission if the recent national legislative procedure in this matter fails?
