Calls on the Member States to take heed of the Commission's recommendations in its e-government action plan by using e-procurement, adopting an open strategy for access to public sector data, promoting electronic identity and ensuring pan-European and worldwide signature interoperability; recalls that all actions should be directed towards simplifying bureaucratic interaction with public administrations;

CONSIDERE EN OUTRE que les questions suivantes revêtent une urgence particulière : - mise au point rapide des modalités de la libéralisation de la téléphonie vocale par des mesures juridiques concrètes, conformément à la résolution du Conseil du 22 juillet 1993 et de mesures visant à garantir la fourniture d'un service universel, conformément à la résolution du Conseil du 7 février 1994 ; - accélération du processus européen de normalisation dans un contexte international, notamment en vue de pouvoir mieux répondre à la réalité des marchés ; - protection des droits de propriété intellectuelle liés à la société de l'information ; - questions concernant la sécurité des systèmes d'information ; - poursuite des activités sur une base internationale (par exemple, questions commerciales, accès aux marchés, interopérabilité, coopération) et notamment obtention, lors des négociations du GATT sur les télécommunications de base, d'un accès effectif et comparable aux marché des pays tiers pour ce qui est des services et des infrastructures ; - amélioration de la compétitivité de l'industrie européenne de l'audiovisuel et de l'information sur le marché mondial, y compris le développement nécessaire d'une industrie européenne des programmes en tenant dûment compte des particularités culturelles et de l'impact de ces programmes sur la société ; - questions concernant la vie privée ; - mise en place rapide par les Etats membres et la Commission de l'instrument de coordination permanent visé dans les conclusions du Conseil européen de Corfou.
ALSO CONSIDERS the following points particularly urgent: - Rapid enactment of the liberalization of voice telephony by means of specific legal measures in accordance with the Council Resolution of 22 July 1993 and measures intended to guarantee the provision of universal service in accordance with the Council Resolution of 7 February 1994; - Acceleration of the European standardization process in an international context, particularly with a view to being able to respond to market trends more effectively; - Protection of intellectual property rights as related to the information society; - Issues concerning security of information systems; - Continuing activities on an international basis (e.g. trade issues, marke ...[+++] class=yellow2>t access, interoperability, cooperation) and notably obtaining in GATT negotiations on Basic Telecommunications effective and comparable access to third countries' markets concerning services and infrastructures; - Improvement of the competitiveness of the European audiovisual and information industry in the world market, including the necessary development of a European programmes industry taking due account of the cultural specificities and impacts on the society of these programmes; - Issues concerning privacy; - Early setting up by the Member States and the Commission of the permanent coordination instrument referred to in the conclusions of the Corfu European Council.

NOTRE VISION NE PEUT DEVENIR REALITE QUE PAR LA VOIE DE LA COOPERATION Les partenaires du G-7 sont déterminés à collaborer sur la base des huit principes de base suivants afin de faire de leur vision commune de la société planétaire de l'information une réalité : promouvoir une concurrence dynamique encourager l'investissement privé définir un cadre réglementaire évolutif assurer un accès ouvert aux réseaux et simultanément garantir l'universalité de l'offre et de l'accès aux services promouvoir l'égalité des chances entre les citoyens promouvoir la diversité des contenus, y compris la diversité culturelle et linguistique reconnaître la nécessité d'une coopération mondiale en prêtant une attention particulière aux pays moins développés. Our Vision can only be Realised by Means of Collaboration G-7 partners are resolved to collaborate on the basis of the following eight core principles in order to realise their common vision of the Global Information Society: promoting dynamic competition encouraging private investment defining an adaptable regulatory framework providing open access to networks while ensuring universal provision of and access to services promoting equality of opportunity to the citizen promoting diversity of content; including cultural and linguistic diversity recognising the necessity of worldwide cooperation with particular attention to less developed countries These principles will apply to the Global Information Infrastructure by means of: - promotion of interconnectivity and interoperability - developing global markets for networks, services and applications - ensuring privacy and data security - protecting intellectual property rights - cooperating in RD and in the development of new applications - monitoring of the social and societal implications of the information society.

OBJECTIFS DE L'ACTION Les objectifs clés pour le lancement de projets pilotes pour la société de l'information sont les suivants : . soutenir l'objectif d'un consensus international sur des principes communs régissant la nécessité d'un accès aux réseaux et aux applications ainsi que leur interopérabilité . poser les fondations de formes productives de coopération entre partenaires du G-7 en vue de créer une masse critique pour s'attaquer à ce problème mondial . créer l'occasion de procéder à un échange d'informations conduisant au développement ultérieur de la société de l'information . identifier et sélectionner des projets à caractère exemplaire présentant des avantages sociaux, économiques et culturels tangibles et clairement compréhensibles qui démontreront au public le potentiel de la société au plan mondial de l'information . identifier les obstacles à la mise en oeuvre d'applications pratiques contribuant à la création d'une société de l'information au plan mondial . contribuer à créer des marchés pour des produits et services nouveaux, en tant que de besoin.
1. OBJECTIVES OF THE ACTION The key objectives for the launching of Pilot Projects for the Information Society are to: . support the goal of international consensus on common principles governing the need of access to networks and applications and their interoperability . establish the groundwork for productive forms of co- operation amongst tG-7 partners in order to create a critical mass to address this global issue . create an opportunity for information exchange leading towards the further development of the information society . identify and select projects of an exemplary nature having tangible and clearly understandable social, economic and cultural benefits which will demonstrate to the public the potential of the information society . identify obstacles related to the implementation of practical applications serving the creation of a global information society . help to create markets for new products and services, where appropriate.
