Calls for a detailed overview of all external and internal Parliament related costs for the European House of History, separated according to planning costs (including preliminary planning), investment costs and running costs (including construction and maintenance reserve, personal expenditure, exhibition costs); notes that the Commission supports the funding of the European House of History with an annual allocation of EUR 800 000; points out the European House of History will have positive effects not only for the Union institutions but also for the Belgian state, in the form of a new, income-generating tourist attraction; recommends, therefore, that the Belgian state be asked to support the establishment of the European House of History;

estime que le droit à la démocratie en tant que tel, compris comme le droit de tout citoyen de participer sans discrimination à l'exercice de la souveraineté populaire dans le cadre d'institutions soumises à l'État de droit, est un droit humain universel acquis au cours de l'histoire et reconnu explicitement dans la CEDH, le Pacte international relatif aux droits civils et politiques, la Déclaration de Vienne de 1993 issue de la Conférence mondiale sur les Droits de l'homme et la Déclaration du Millénaire des Nations unies; estime qu'à ce droit à la démocratie correspond le devoir des institutions de la communauté internationale, de l'Union et de tous les États membres d'agir pour lever les obstacles à son plein exercice dans le monde entier; estime qu'à cette fin, il convient de prendre de nouvelles mesures, et notamment de procéder à la création d'un véritable réseau des démocraties à l'échelle du monde par la transformation et le renforcement des organisations en place;
Considers that the right to democracy — understood as the right of every citizen to take part in the exercise of the sovereignty of the people within the framework of institutions subject to the rule of law — is an historically acquired universal human right explicitly recognised by the ECHR, the International Covenant on Civil and Political Rights, the 1993 Vienna Declaration of the World Conference on Human Rights and the United Nations Millennium Declaration; considers that this right to democracy carries with it the duty for international community institutions, the European Union and all the Member States to work towards removing obstacles in the way of their full enjoyment throughout the world; considers that, in order to achieve this, a new additional step should be taken, namely the setting-up of a genuine network of democracies around the world by transforming and strengthening existing organisations;

4.1.33. Le Comité économique et social marque son accord quant à la position de la Cour des comptes selon laquelle, compte tenu de l'importance du rôle de cet auditeur interne, son indépendance devrait être clairement et expressément énoncée à l'article 80, dans les termes qu'elle propose:"Dans l'exercice de sa fonction, l'auditeur interne n'est responsable que devant l'institution qui l'a nommé et ne rendra des comptes qu'à celle-ci".
4.1.33. The Committee endorses the opinion of the Court of Auditors that, given the importance of the internal auditor's role, his independence should be clearly and expressly stated in Article 80, using the wording proposed by the Court:"In carrying out his duties, the internal auditor shall be responsible only to the institution that designated him and shall report direct to the institution".
