Voilà pourquoi, quand j'ai travaillé à la Brookings Institution à l'élaboration du projet Afrique, l'évaluation après-guerre froide des conflits en Afrique, j'ai insisté pour qu'au lieu de considérer ces conflits comme des guerres par procuration menées par les superpuissances pendant la guerre froide, on considère les problèmes dans leur véritable contexte, qu'il soit régional ou national, et que la responsabilité de résoudre le conflit soit d'abord attribuée à l'État, si nécessaire avec l'appui de la communauté internationale.
