2. The content of the Report has been drawn from a number of sources, notably: the independent evaluation undertaken by ECOTEC Research and Consulting Limited, who were appointed after an open Call for Tender [3] and whose report was submitted to the European Commission in September 2002 [4]; national evaluation reports (where available) and the evaluation report produced by the Council of Europe; policy documents produced by national and regional authorities and by NGOs published during, or as a result of, the Year; the final report submitted by EurOM, who were appointed to supply communications and production services after an open invitation to tender [5] and the final reports of co-financed projects.

INVITENT LA COMMISSION ET LES ÉTATS MEMBRES, CHACUN DANS LEURS DOMAINES DE COMPÉTENCE RESPECTIFS, en ce qui concerne la méthode ouverte de coordination et la prise en compte horizontale de la dimension "jeunesse" dans d'autres politiques et initiatives intéressant les jeunes, à veiller, le cas échéant, à ce que les politiques et les initiatives affectant les jeunes, tant au niveau national qu'européen, prennent en considération des questions telles que les besoins, la situation, les conditions de vie et les attentes des jeunes.
6. INVITE THE COMMISSION AND THE MEMBER STATES, EACH WITHIN THEIR OWN AREAS OF COMPETENCE, as regards the OMC and the horizontal consideration of the Youth dimension in other policies and initiatives relevant to youth, to see, where appropriate, that those policies and initiatives that affect the young people both at national and at European level, take into consideration matters such as the needs, the situation, the living conditions and the expectations of youth.
