Dès lors, la Commission doit impérativement aligner la présente proposition de règlement sur celle relative aux fonds, de manière à assurer la continuité de la majoration de dix points de pourcentage des taux de cofinancement pour chaque axe prioritaire jusqu'à la clôture des programmes soutenus par le FEP et à permettre son application jusqu'à la fin de la période d'éligibilité et jusqu'à la date de dépôt de la demande de paiement final, même si, à cette date, l'État membre concerné ne bénéficie plus d'une aide financière.
It is therefore essential for the Commission to ensure that the present proposal for a regulation is brought into line with the above two funds, so that the 10% top-up on co-financing rates for the priority axes can continue until the end of the programmes supported by the EFF, allowing the increased rate to apply until the end of the eligibility period and the submission of the final application for payment, even where the Member State concerned is no longer receiving financial assistance by that time.

(38) En vue de faciliter la transition jusqu'à la mise en application du présent règlement, les pratiques de marché existant avant l'entrée en vigueur du présent règlement et acceptées par les autorités compétentes conformément au règlement (CE) n° 2273/2003 de la Commission du 22 décembre 2003 portant modalités d'application de la directive 2003/6/CE du Parlement européen et du Conseil en ce qui concerne les dérogations prévues pour les programmes de rachat et la stabilisation d'instruments financiers pour l'application de l'article 1, paragraphe 2, point a), de la directive 2003/6/CE, peuvent rester applicables jusqu'à un an après la date indiquée pour l'application effective du présent règlement, à condition d'en informer l'Autorité européenne des marchés financiers (AEMF).
(38) In order to facilitate a smooth transition to the entry into application of this Regulation, market practices existing before the entry into force of this Regulation and accepted by competent authorities in accordance with Commission Regulation (EC) No 2273/2003 of 22 December 2003 implementing Directive 2003/6/EC of the European Parliament and of the Council as regards exemptions for buy-back programmes and stabilisation of financial instruments for the purpose of applying point 2(a) of Article 1 of Directive 2003/6/EC, may remain applicable until one year after the date specified for effective application of this Regulation provided that they are notified to ESMA.
