In due course the Commission will prepare draft negotiating directives, on the basis of these guidelines, so that negotiations can then begin with all the countries concerned which accept this broad approach and meet the requisite conditions; - calls on the Presidency to promote the policy of moderation as regards arms exports to the former Yugoslavia, which is the subject of the common position adopted by the Council on the establishment of a stable military balance based on the lowest possible level of arms; - calls on the Presidency and the Commission to initiate contacts with all participants, on the basis of the platform for the development of the process of stability and good-neighbourly relations in South Eastern Europe, in preparation for the holding of an "identification meeting", and to submit a report to the next Council meeting; - has decided that a joint mission will be undertaken by the European Special Envoy and the Presidency's Coordinator for Mostar, with the aim of studying the recommendations of the European Administrator on the future of the Administration of Mostar.
