Pour répondre à ces demandes et malgré l’absence d’accord sur le traité constitutionnel, l’Union a accompli un certain nombre d'avancées notables, à savoir un accord concernant un cadre financier sur sept ans, un programme redynamisé en faveur de la croissance et de l'emploi dans le cadre de la stratégie de Lisbonne révisée, un nouveau programme social, un pacte de stabilité et de croissance réformé, un plan d’action visant à renforcer l’espace européen de liberté, de sécurité et de justice, le doublement de l’aide officielle au développement d’ici 2010, ainsi qu’un accord politique sur des sujets sensibles tels que la législation relative aux services et aux produits chimiques et un accord sur un projet de nouvelle politique énergétique.
To respond to these demands, and despite the absence of agreement on the Constitutional Treaty, the EU has taken a number of significant steps forward: agreement to a seven year financial framework, a reinvigorated agenda for growth and jobs under the revised Lisbon Strategy, a new social agenda, a reformed Stability and Growth Pact, an Action Plan to strengthen the EU area of freedom, security and justice, a doubling of official development aid by 2010, as well as political agreement on sensitive issues such as legislation on services and chemicals, and agreement to the outline of a new energy policy.

Le Conseil statue également à l'unanimité pour l'accord portant adhésion de l'Union à la Convention européenne de sauvegarde des droits de l'Homme et des libertés fondamentales; la décision portant conclusion de cet accord entre en vigueur après son approbation par les États membres, conformément à leurs règles constitutionnelles respectives.
The Council shall also act unanimously for the agreement on accession of the Union to the European Convention for the Protection of Human Rights and Fundamental Freedoms; the decision concluding this agreement shall enter into force after it has been approved by the Member States in accordance with their respective constitutional requirements.

Néanmoins, dans le cadre de son plan de réforme constitutionnelle, la convention constitutionnelle irlandaise a examiné, en 2013, la possibilité de lever cette limitation et suggéré, dans un rapport présenté au gouvernement le 25 novembre 2013, d'accorder aux citoyens irlandais le droit de voter sans cette restriction dans les ambassades d'Irlande, pour les élections présidentielles[14].
Nevertheless, in the context of its plan for constitutional reform, Ireland’s Constitutional Convention examined in 2013 the issue of removing this limitation and suggested, in its report submitted to the Irish government on 25 November 2013[14], granting Irish citizens the right to vote at Irish embassies in presidential elections without this limitation.

La preuve peut en être apportée par: a)les organismes de certification des produits opérant conformément aux exigences de la norme EN 45011 ou des guides ISO 28 ou 40, et:soit accrédités par le Joint Accreditation System of Australia and New Zealand (JAS-ANZ),soit en mesure d’apporter la preuve de leur compétence par d’autres moyens conformément aux sections A et B de l’annexe du présent accord; b)les organismes de certification de systèmes de qualité opérant conformément aux exigences de la norme EN 45012 ou du guide ISO 62 et:soit accrédités par JAS-ANZ,soit en mesure d’apporter la preuve de leur compétence par d’autres moyens conformément aux sections A et B de l’annexe du présent accord; c)les organismes d’inspection opérant conformément aux exigences de la norme ISO/IEC 17020 et:soit accrédités par le Testing Laboratory Registration Council of New Zealand ou tout autre organisme légalement reconnu en Nouvelle-Zélande en vue de le remplacer et exerçant les mêmes fonctions; soit en mesure d’apporter la preuve de leur compétence par d’autres moyens conformément aux sections A et B de l’annexe du présent accord.Conformément au chapitre IV, point 5.2, la désignation, en ce qui concerne les dispositifs à haut risque visés au point 5.1 dudit chapitre, se fera sur la base d’un programme de renforcement de la confiance.
This may be demonstrated through: (a)Product certification bodies operating according to the requirements of EN 45011 or ISO Guides 28 and 40, and either:accredited by the Joint Accreditation System of Australia and New Zealand (JAS-ANZ), orable to demonstrate competence by other means in accordance with Sections A and B of the Annex to this Agreement (b)Quality System certification bodies operating according to the requirements of EN 45012 or ISO Guide 62, and either:accredited by JAS-ANZ, orable to demonstrate competence by other means in accordance with Sections A and B of the Annex to this Agreement (c)Inspection bodies operating according to the requirements of ISO/IEC 17020, and either:accredited by the Testing Laboratory Registration Council of New Zealand or any other body established by law in New Zealand which replaces it and which has the same functions, orable to demonstrate competence by other means in accordance with Sections A and B of the Annex to this Agreement.Pursuant to point 5.2 of Section IV, designation for high-risk devices listed in point 5.1 of that Section will occur on the basis of a confidence-building programme.

La Commission se félicite de cette large ouverture de l'agenda et formule le voeu que se confirme la vision équilibrée ayant guidé jusqu'ici l'Union et qui devrait continuer à l'inspirer dans le cadre du nouveau traité constitutionnel, tout en réitérant son souhait d'adoption rapide des propositions encore sur la table du Conseil.
The Commission welcomes this opening up of the agenda and hopes that the balanced vision which has guided the Union so far and which must continue to inspire it in the context of the new constitutional treaty, will be confirmed; at the same time it repeats its hope that the proposals still before the Council will be adopted quickly.

Sans préjudice de l'article 8 de l'accord d'association, la disposition visée à l'article 15 du présent protocole entre en vigueur pour l'Islande et la Norvège quatre-vingt-dix jours après réception, par le Conseil et la Commission, des informations prévues à l'article 8, paragraphe 2, de l'accord d'association concernant la satisfaction de leurs exigences constitutionnelles, dans leurs relations avec tout État membre pour lequel le présent protocole est déjà entré en vigueur en vertu de son article 13, paragraphe 3 ou 4.
1. Without prejudice to Article 8 of the Association Agreement, the provision referred to in Article 15 shall enter into force for Iceland and Norway 90 days after the receipt by the Council and the Commission of the information pursuant to Article 8(2) of the Association Agreement upon fulfilment of their constitutional requirements, in their mutual relations with any Member State for which this Protocol has already entered into force pursuant to Article 13(3) or (4).
