L’exécution du futur programme devrait être simplifiée par différents moyens (rationalisation des actions proposées, recherche d’un juste équilibre entre les coûts et les avantages des contrôles effectués, recours accru à des formes simplifiées de financement forfaitaire.), afin de rendre le programme plus convivial pour les bénéficiaires mais également moins exigeant en ressources administratives pour les organes chargés de son exécution.
