In its conclusions of 24 February 2003 on the Mid-term Review of the Fourth Fisheries protocol between the European Community, the Government of Denmark and the Home Rule Government of Greenland, and recognising the geostrategic importance of Greenland to the Union and the spirit of cooperation resulting from the Union’s decision to grant the status of overseas territory to Greenland, the Council agreed that there was a need to broaden and strengthen future relations between the Union and Greenland, taking into account the importance of fisheries and the need for structural and sectoral orientated reforms in Greenland.

In accordance with the specific governance relationship between the Member State and the OCT, the Member State should either approve the participation of the prospective member from the OCT or provide written confirmation to the Member State, where the proposed registered office of the EGTC is to be located, that the competent authorities in the OCT have approved the prospective member's participation in accordance with equivalent conditions and procedures to those laid down in Regulation (EC) No 1082/2006.

Les fournitures et les matériaux acquis au titre d'un contrat financé par les ressources du cadre financier pluriannuel de coopération au titre du présent accord doivent tous être originaires d'un État éligible au sens des paragraphes 1 ou 1 a. Supplies and materials purchased under a contract financed from the multi-annual financial framework of cooperation under this Agreement must originate in a State that is eligible under paragraphs 1 or 1a. In this context, the definition of the concept of “originating products” shall be assessed by reference to the relevant international agreements, and supplies originating in the Community shall include supplies originating in the Overseas Countries and Territories.

(19) Afin de tenir compte des besoins d'approvisionnement spécifiques des régions ultrapériphériques de la Communauté et des différences de prix des produits, qui peuvent résulter des coûts de transport et de commercialisation de ces produits, il est souhaitable de permettre à la Communauté de fixer une subvention pour les expéditions en provenance des États membres connaissant l'une des situations mentionnées à l'article 23, paragraphe 2, du traité, destinées à être consommées dans ces régions et plus particulièrement dans le département français d'outre-mer de la Réunion.
(19) In order to take account of the specific needs for supplies of the most remote regions of the Community and of the differences in prices of the products which can result from the costs of transport and of marketing of these products, it is advisable to make it possible for the Community to fix a subsidy for consignments from Member States being in one of the situations referred to in Article 23(2) of the Treaty, intended to be consumed in these regions and more particularly in the French overseas department of Réunion,
