(4)The examination of the Member States' National Reform Programmes contained in the Joint Employment Report shows that Member States should continue to make every effort to address the priority areas of increasing labour market participation and reducing structural unemployment, developing a skilled workforce responding to labour market needs and promoting job quality and lifelong learning, improve the performance of education and training systems at all levels and increasing participation in tertiary education, promoting social inclusion and combating poverty.

L’analyse qu’il contient se fonde sur l’évolution de l’emploi et de la situation sociale en Europe, sur la mise en œuvre des lignes directrices pour l’emploi[1], sur l’examen des différents programmes nationaux de réforme (PNR) – qui a conduit aux recommandations spécifiques par pays (RSP) adoptées par le Conseil le 8 juillet 2014 –, ainsi que sur l’évaluation de l’état d’avancement de l’exécution de ces programmes.
The analysis it contains is based upon employment and social developments in Europe; the implementation of the Employment Guidelines[1]; the examination of the National Reform Programmes (NRP) that led to the Country Specific Recommendations (CSRs) adopted by the Council on 8 July 2014 and on the assessment of their implementation so far.
