The aim of the Community's maritime policy has been to ensure freedom of access to maritime transport markets throughout the world for safe, non-polluting ships, if possible flying the flags of Community Member States and crewed by nationals of Member States.

Pour faire face aux situations dans lesquelles un intermédiaire d’assurance ou un intermédiaire d’assurance à titre accessoire s’établit dans un État membre dans le seul but de se soustraire aux règles d’un autre État membre où il exerce, entièrement ou à titre principal, son activité, il convient d’envisager comme une solution appropriée la possibilité, pour l’État membre d’accueil, de prendre des mesures conservatoires lorsque son activité compromet gravement le bon fonctionnement du marché de l’assurance et de la réassurance de l’État membre d’accueil; la présente directive ne devrait pas empêcher cette possibilité. Ces mesures ne sauraient toutefois constituer un obstacle à la libre prestation de services ou à la liberté d’établissement ni entraver l’accès à l’exercice transfrontalier d’activités.
In order to deal with situations where an insurance or ancillary insurance intermediary is established in a Member State with the sole purpose of avoiding compliance with the rules of another Member State which is the place where it entirely or principally carries out its activity, the possibility for the host Member State to take precautionary measures may be an appropriate solution where its activity seriously endangers the proper functioning of the insurance and reinsurance market of the host Member State, and should not be prevented by this Directive. However, those measures should not be an obstacle to the freedom to provide services and the freedom of establishment, nor an access barrier to cross-border activity.

28. Stresses that the fundamental right to freedom of expression and freedom of the media is not only reserved for traditional media, but also covers social media and other forms of new media; underlines the importance of ensuring freedom of expression and information on the internet, notably through guaranteeing net neutrality, and consequently calls on the EU and the Member States to ensure that these rights and freedoms are fully respected on the internet in relation to the unrestricted access to and provision and circulation of information; warns against any attempts by authorities to require registration or authorisation or curb content alleged by them to be harmful; acknowledges that the provision of internet services by public service media contributes to their mission of ensuring that citizens are able to access information and form their opinions from a variety of sources;

2. rappelle l'importance de la tolérance et du développement économique, éléments essentiels pour assurer la stabilité politique et sociale à long terme et améliorer le niveau de vie des pays concernés, et invite les pays connaissant une transition politique à veiller au respect plein et entier de tous les droits fondamentaux, y compris des libertés d'expression, de réunion pacifique, d'association, de religion, de conscience et de pensée, de tous les citoyens, hommes et femmes, y compris des membres des communautés chrétiennes coptes; souligne que le libre accès à l'information et à la communication ainsi qu'un accès non censuré à internet (liberté de l'internet) sont des droits universels et indispensables pour assurer la transparence et la responsabilisation dans la vie publique;

Recalls the importance of tolerance and economic development, which are essential for long-term political and social stability and for improving the standard of living in the countries concerned, and calls on the countries in democratic transition to ensure full respect for all fundamental rights, including freedom of expression, the right to peaceful assembly, freedom of association and freedom of religion, conscience and thought for all citizens, both men and women, including the members of Coptic Christian communities; emphasises that free access to information and communication and uncensored access to the internet (internet freedom) are universal rights that are essential in order to ensure transparency and accountability in public life;

6. demande au Conseil de sécurité des Nations unies de faire en sorte que la mission programmée de M. Ibrahim Gambari, conseiller spécial du Secrétaire général pour la Birmanie, ait lieu de toute urgence et qu'une entière liberté de mouvement et d'accès lui soit conférée;
6. Calls on the UN Security Council to ensure that the Special Advisor to the UN Secretary-General on Burma, Mr Ibrahim Gambari, makes his planned visit to Burma as a matter of urgency and is given unfettered freedom of movement and access;
